WHEREAS, 70% of State water resources are north of the East-West
line through Sacramento and 77% of State weter usage is south of East-west
line through Sacramento; and
WHEREAS, there 3s probab7y sufficient water within the State to
provide adeq~ate water for the whole state; and
WHEREAS, it is agreed that water rights for current and future
County of Origin needs, 9nclud~ng instream uses, must be preserved and
protected, the water supply needs and environmental resources of the De7ta
must be protected, the agricu7tural municipal and industriaT water needs of
~he S~ate of Ca7iforn9a must be met; and
WHEREAS, there is a desire ta wark together t~roughout Ca1ifornia
to solve our water prob7ems;
NOW, THEREFORE, BE TT RESQLVED, that:
1) A~ask force sha11 be formed, prior to ~he spr~ng conference,
consist9ng of two Supervisoria7 representatives fro~ each of CSAC's regional
associa~ions, to be formed under ~he CSAC Resource Co~enittee to formulate a
comprehensive solution to the water problems, and shall provide progress
reports to the CSAC Executive Committee and Genera] Assembly during the9r
regular meeting, and
2) The task force wi11, after consuitat9on with concerned groups,
with the 5tate Admjnistrat9on and Legislature ta deve]op a comprehensive
solution to the water prob~e~s of California that is satisfactory to each
region of the State, and
3) The CSAC Board af pirectors of General assembly be authorized
to apprave the cnmprehens~ve water program once it has been developed, before
~he "grass roots" educational phase begins, and
4) The County Supervisors will work to inform and receive input
from their constituents in regard to the elements of the proposed comprehensive
solution.
