Endors~ng Project Independence and Urqinq Other Local
Public ~ntities to Su~~~ort the Project
WH~REAS, citizens in California place the highest value on
the serv~ces and facilities provided by counties, cities, and schoo]s,
because these local government services most directly touch their daily
7ives; and
WHEREAS, the provision and maintenance of such local services
requires a stab7e and predictable revenue source; and
WHEREAS, the primary source of local revenue has been shifted
fram local property tax to state funding sources which has lessened
local control and increased state control over 1oca1 priorities; and
WHEREAS, this lack of local control and accoun~ab~1ity in
both tax and expenditure areas has resulted in local pub1ic en~ities
lacking the predictability and stability of revenues to effectively
and ~o efficiently prov~de local services and faciTities seen as
necessary by their cit9zens; and
WHEREAS, whi7e this shift in control was Targely unavoidable
i~ can be reversed if local public entities -- counties, cities, and
school districts -- work together on a common solution; and
WHER~AS, the basic solut~on to these problems of decreas3ng
7oca1 control and accountability is to urge submission by the Legislature
tc the eTectorate in June 1984, a constitutional amendment wh~ch w911
provide a stab7e saurce of revenue and increased local control by local
pub3ic entities; and
WHEREAS, such a constitutional amendment has been drafted
and has been named Project Independence; and
WH~REAS, local public entities must take the lead in deve7oping
a strong coalition of support for Project Independence, which is in
the best interest af citizens and public entities.
NOW, TH~REFORE, THE BUTTE COUNTY SOARD OF SUPERVIS~RS DOES
RESOLVE AS FOLLOWS:
Section 1. Endorses Project Independence and strong1y urges
all other local public entities to join in unified support of the
Project.
Section 2. Pledges to work with all sectors of the community
to4rards the passage of Project Independence, and strongly urges all
other 1oca1 public entities to do the same.
Section 3.. This Reso7ution sha11 become effective immediately
upon its passage and adoption.
