HomeMy WebLinkAbout83-202~._ ~. ~ WHEREAS, The Butte County General Plan Land Use Element establishes a boundary {known as the Chico Area Greenline), between the agricultural and urban uses in the Chico area knowa as the Chico Area Greenline to protect the County's agricultural soii resources; and WHEREAS, the Greeniine is depicted on the Chico Area Land Use Plan, a part of the Butte County I.and Use Slement; and WH~BBAS, the policies associated with the location, operation and amendment of the Greenline are contained in the text of the Land Use Element; and WHBREAS, the Board of Supervisors finds it desirable to amend the policy as to Iocation of the Greenline in the ~ell-Muir Area, the boundaries of which are as shown in Exhibit A attached hereto, where parceling h2s substantially reduced Che long-term v3.ability as agrfcultural operations in this area; and WH~RBAS, in the ~udgement of the Soard of Supervisors a simple majority of the Board of Superv3sors should be all that is required to amend the Greenline in this location and place the Bell-Muir Area on the urban s3de rather than the requirement for a specific plan and a ~nechanism for addressing drainage and circulat3on; and WHEREAS, the Soard of Supervisors find it necessary to clarify and correct the language of the zoning poZicy in the Chico Area Land Use Plan, and have initiated the proposed amendment pursuant to the Government Code Section 65356.1; and WHBREAS, the proposed General Plan Amendments have been A HESOLUTION OF THE BOARD OF SDPERVISORS OF THE COIINTY OF BIITTE ADOPTING AN AMENDMEfiT TO THE LAND II5E BLBMBNT TE%T REGARDIPG THE CHICO AREA LAND IISE PLAN studied and reviewed by Che Planning Commission and a public hearing held pursuant to law, at which time all interested persons were heard; and WHEREAS, the ButCe CounCy Board of Supervisors has held hearings on the proposed General Plan Amendment at which all interested persons were heard; and WHERBAS, the previously certified EIR, pursuant to Section 15067 of the CEQA Guidelines is applicable to these proposed amendments. NOW, THEREFORE, BE IT RESOLVED, that: 1. The proposed General Plan Amendment regarding the Greenline location in the Bell-Mu3r Area, a true copy of which is attached hereto as Exhibit A and incorporated by reference, is hereby adopted and approved by the Board o£ Supervisors as an amendment to the Butte County General Plan, Land Use E2ement; and FIIRTHER, BE IT RESOLVED that the proposed General Plan Amendment clarifying the zoning policy, a true copy of which is attached hereto as Exhibit S and incorporated by reference is hereby adopted and approved by the Board of Supervisors as an amendmant to the Butte County General Plan, Land Use Elament.
