RESOLUTION SUPPORTING REDUCTION OF FEDERAL GRANTS TO
LEGAL SERVICE CORPORATIONS RECEIVING LEGAL FEES
WHEREAS, the Board of Supervisors of the County of Butte believe in
the adherence of fiscal responsibility at the Federal governmental level; and
WHEREAS, social welfare system agencies utilizing federal funds are
treated equally, recognizing that some who have the ability to raise revenue,
subsequently have their federal grants adjusted downward; and
WHEREAS, it has been brought to the attention of the Butte County Board
of Supervisors that Legal Services Corporation and other federally financed quasi-
corporations are able to utilize their full federal grant and any legal fees they
are able to collect.
NOW, THEREFOP,E BE IT RESOLVED by the Board of Supervisors of the County
of Butte, State of California, as follows:
1. Legal fees collected or community donations given to federally
financed quasi-corporations such as Legal Services Corporation should be deducted
from the federal funds allocated to that agency, thus reducing taxpayers costs.
2. Legal Services Corporation and their sister organizations could
function independent of federal funds if an incentive would exist to collect fees
whenever possible.
3. This Board of Supervisors believes that without such incentives,
an agency could file suit in certain instances ~~~here a simple telephone call would
suffice in correcting the problem, but, because of attorney fees, it may be more
profitable to that agency to sue rather than settle out of court.
BE IT FURTHEP. RESOLVED by the Butte County Board of Supervisors that it
goes on record supporting the reduction of federal grants to Legal Services
Corporation and their sister quasi-corporations receiving legal fees.
BE IT FURTHER RESOLVED that the Clerk of the Board .of Supervisors is
instructed to send copies of this resolution to Senator Alan Cranston, Senator
Pete Wilson, Representative Eugene Chappie and the County Supervisors Association
of California.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte,
State of California, this 14th. day of _ February 1984, by
the following vote:
AYES: Supervisors Fulton, Moseley, G~h.eeler and Chairman Saraceni
NOES: Supervisor Dolan
