DRUG ABUSE ON SCHOOLS ADVISORY COMMITTEE WHEREAS, urgency legislation was enacted by the State Legislature for the immediate preservation, peace, health or safety within the meaning of Article IV of the .Constitution as drug abuse is pervading schools of all levels at an alarming rate; and WHEREAS, Chapter 9a2 of the Statutes of 1983 add Chapter 7 (commencing with Section 13860) to Title 6 of Part 4 of the Penal Code, relating to drug abuse, making an appropriation therefore; and WHEREAS, said legislation appropriated the sum of 4500,000 for grant applications to be submitted to the State Office of Criminal Justice Planning for the "suppression drug abuse in schools program"; and idHEREAS, said grant applications can be made jointly by a law enforcement agency and a school district; and 4~lHEREAS, Penal Code Section 13862(a)(~) calls for the establishment of a "Local Suppression of Drug Abuse in Schools Advisory Committee" and sets forth its minimum composition. NOW, THEREFORE, BE IT RESOLVED by the Butte County Board of Supervisors that there is hereby established a Local Suppression of Drug Abuse in Schools Advisory Committee as follows: 1. Purpose: To re vie~~r cooperative agreements and/or grant applications for purposes of the state suppression of drug abuse in schools program. The committee will be responsible for monitoring such school drug abuse programs as may be approved by the Board of Supervisors and to keep the Board advised of the progress of said programs by. monthly report during the school year. 2. Membership: The committee shall be composed of the following: A. Local law enforcement executives. 3. School district executives. C. School site staff, which includes administrators, teachers or other credentialed personnel. D. Parents. E. Students. F. School peace officers. G. County drug program administrators designated pursuant to Section 11962 of the Health and Safety Code. W. Drug prevention program executives. I. Clergy. Members are appointed by the Board of Supervisors to serve two-year terms. The terms of the members initially appointed shall be through December 31, 7985. 3. Vacancies: Vacancies shall be filled by appointment of the Board in accordance with provisions of state law. Any member missing two regularly scheduled meetings in one fiscal year, without an excuse by the chairman or vice chairman, shall be deemed to have voluntarily vacated that position and procedures for filling the vacancy wi71 6e initiated. 4. Officers: The committee shall annually, in the month of January, elect from their membership a chairman, vice chairman and other officers as deemed necessary. Officers selected shall serve for a one-year term. 5. uorum: The required quorum fora committee to conduct business shall consist of a majority of its authorized membership.
