RESOLUTION ESTABLISHING AND MODIFYING
WELL CONSTRUCTION AND DESTRUCTION STANDARDS
WHEREAS, the Butte County Board of Supervisors has adopted
the standards set forth in Bulletin 74-81 Water Well Standards,
State of California; and
WHEREAS, it is necessary to modify said standards to meet
local requirements and conditions; and
NOW, THEREFORE, BE IT RESOLVED, by the Butte County Board
of Supervisors as follows:
Section I. Exemptions and Speeial Standards.
The general standards set forth in Bulletin 74-$1 Water
Well Standards, State of California, and those in its appendices,
are intended to apply to the construction, reconstruction and
destruction of wells throughout the County of Butte. However, if
under certain circumstances, the Health Officer determines that
protection of ground water quality requires more stringent measures,
it may be necessary to substitute other measures which will provide
protection equal to these standards.
If the Health Officer finds that compliance with any of
the requirements prescribed herein is impractical for a particular
location because of unusual conditions and would result in construc-
tion of an unsatisfactory well, he may prescribe alternative require-
ments equal to these standards in terms of protection obtained.
In locations where existing geologic and/or ground water
conditions require standards more restrictive than those contained
herein, or in addition to them, the Health Officer may require such
special standards.
Section II. Well Location.
{A) All water wells shall be located an adequate
horizontal distance from potential sources of contamination and
pollution and shall conform to the following minimum horizontal
separation distance in Table I.
MINIMUM HORIZONTAL SEPARATION DISTANCES
OF WELLS FROM SOURCES OF SEWAGE CONTAMINATION
Public Water Individual
Facility Supply Well Well
Septic Tank, Sewer
or Privy 50 feet 50 feet
Sewage Leach Field 100 feet 100 feet*
Cesspool or Seepage Pit 100 feet 100 feet
Animal or Fowl Enclosure 100 feet 100 feet
* Where the parcel on which the well is to be located was created
before April 4, 1974, if such wells cannot be installed one hundred
feet (100') from a leach field they shall be installed as far as
possible from leach fields, but in no case less than fifty feet
(50'). In such case, annular seal depth may have to be increased
to provide adequate protection
Section III.
Within identified areas where ground water contains
minerals or other contamination in excess of those allowed by the
California State Safe Drinking Water Act (Chapter 7, Part I, Division
5), the Health Officer may require special well sealing depths below
the surface or special strata sealing. Sealing shall be in accordance
with established hydrologic information utilized for an area standards
or shall be in accordance with information and recommendations
provided by a registered hydrologic engineer or geologist employed
at the well applicant's expense.
The Health Officer shall maintain and make available
maps indicating those areas known to contain excessive mineral or
other contaminants.
