OF BL~TT>=, STATE nl= CALI~OFZNIA ~`3''. q~yi~ Resolution N0. 85-21 RESOLUTION ADDING SECTION 2.38 TO THE BUTTE COUNTY PERSONNEL RULES WHEREAS, the Board of Supervisors finds it to be in the interest of the County to amend the Personnel Rules; NOW, THEREFORE, BE IT RESOLVED, the Board of Supervisors of the County of Butte hereby adds Section 2.38 to the Personnel Rules of the County of Butte to read as follows: 2.38 MANAGEMENT COUNCIL An organization composed of appointed and elected County department heads. N CHOLS, Cler[c o the Bo S ervi rs i By, ,/ ,~ ESTABLISHMENT OF BUTTE COUNTY MANAGEMENT COUNCIL County Ordinance 2341, adopted by the Board of Supervisors on March 15, 1983, directs the Chief Administrative Officer in Section 2-20.6-G ...."to build a county management team that can plan for and meet future challenges." In Section 2-20.4A. of this ordinance, the Chief Administrative Officer is empowered to ..."promulgate rules and regulations as necessary to implement Board policies." Pursuant to this authority the Chief Administrative Officer hereby establishes the Butte County Management Council with the following specifications: PURPOSE. The Butte County Management Council is organized for the following purpose: 1. To improve the quality of county management by providing: a. Free exchange of information b. Improved communication c. Training and professional development d. Coordination of resources 2. To provide a forum for review of county organization or budget proposals. 3. To provide management comments and recommendations for consideration by the Chief Administrative Officer and Personnel Director when prepareng for the meet and confer sessions weth recognized employee organizations. 4, To provide a forum to discuss the applecateon of labor relations policies and procedures. 5. To foster understanding, harmony, and cooperation between the department heads and the Board of Supervisors. MEMBERSHTP. Membership of the Management Council shall consist of the following elected and appointed officers: Agricultural Commissioner; Assessor; Auditor-Controller; Chief Administrative Officer; Chief Probation Officer; Clerk-Recorder; County Counsel; County Fire Warden; County Welfare Director, Director of bibraries; Director of Mental Health; Director of Personnel; Director of Planning; Director of Public Works; District Attorney and Public Administrator; Farm Advisor; Justice Court Judges; Municipal Court Judge(s); Public Guardian; Public Health Officer; Sheriff-Coroner; Superior Court Judges; Treasurer-Tax Collector. OFFICERS. The officers of the Management Council shall consist of a Chair and Vice-Chair. The officers shall be elected annually during the month of January by a majority vote of the regular members in attendance. Officers shall serve a one-year term, limited to two successive terms, or until rep aced. In the event of a vacancy, a replacement shall be elected in a similar manner at a special meeting called for such purpose. MEETINGS. 1. Regular meetings. The Management Council shall regularly meet monthly at a time and place set by the Chair. Special meetings may be called on a more frequent basis by the Chair or by written request of three regular members. The quorum for a Management Council meeting shall consist of the members in attendance at a regular or special meeting. Any official action taken by the Council sha]1 be upon a majority vote of the members in attendance. 2. Quarterly meetings with members of the Board of Supervisors. At each January, April, July, and October meeting of the Management Council, it shall meet with the Chair, Vice-Chair, or an alternate member of the Board of Supervisors. 3. Biannual meetings with county management employees. Twice annually the Management Council shall meet with supervising and management employees designated by their department head to attend to discuss general administration and management issues outside the scope of representation. ~2- AGENDA COMMITTEE. There shall be an agenda committee comprised of the Chair of the Management Council, the Chief Administrative Officer and one other department head who shall prepare the agendas for Management Council meetings. BYLAWS. The Management Council shall be empowered to promulgate bylaws to govern its internal operations. BUDGET. The Chief Administrative Officer may recommend that this Board of Supervisors establish a budget for the Management Council. • • A TN J. N OLS Chief Admin strative Officer February 26 1985 - 3-
