STATE OF.-CALIFORNIA i,~,/" ~i~ ~~-C';~ ~y~~*• Resolufion No. es-si tier RESOLUTION OF THE BOARD OF SUPERVISORS OF THE GOUNTY OF BUTTE APPROVING THE APPLICATION AND AUTHORIZING EXECUTION OF A GRANT CONTRACT WITH THE CALIFORNIA ARTS COUNCIL WIIEREAS, the California Arts Council and the California State Legislature have established aState-Local Partnership Program designed to encourage local cul- tural planning and decision-making and to reach previously underserved constituents; and WHEREAS, an application for the arts in the County of Butte has now been submitted to the Board of Supervisors. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte does hereby approve of the grant application as submitted to the California Arts Council by the Sutte County Arts Commission and designates the Chairman of the Board of Supervisors to execute the 1985-86 State-Local Partnership Program grant contract with the California Arts Council, contingent upon approval of the application by the California Arts Council. Proposals will be distinguished primarily on the basis of their relative programmatic value (see Criterion #1). The Granting Committee, as a group, will discuss how well each proposal meets the criteria specified and reacts a consensus on the merit of each proposal relative to the others. The proposals wil] then be rank-ordered according to merit. No project will be considered for funding that does not, in the judgement of the Committee, satisfactorily meet Criterion #2 (likelihood of success). The Granting Committee will distribute the available funds according to the rank ordering it established until the money has all been allocated. Ten thousand copies are printed with 800 plus direct mailed to subscribers free of charge and the rest are distributed throughout the county by . businesses and institutions. This 16 page tabloid size paper is funded through sales of advertising and the Butte County Arts Commission. Editorial content includes an extensive k month county-wide fine arts calendar, arts perspectives by local artists, B.C.A.C. current news and grant information, a classified section for the artists, an outlet for individuals and organizations to promote their art form and listings of clubs and organizations. We have published six newspapers to date with the next one due in June. Our publishing dates are June, October and February. The purpose of this grant request is to receive funding to enable us to maintain our publication at the quality level of which we are now producing. We feel that since the B.C.A.C. is in the process of hiring an arts coordinator for the county that will he calling upon county businesses for funding, it would be of much help to release some of the businesses of advertising so they may put their energy and financial help into the backing of the B.C.A.C. We also feel that Butte County Page 2 has so much to offer in the fine arts that it could be passible to increase our publication every two to three months. Promote public awareness of the cultural opportunities not existing in Butte County and more fully utilize the arts programs and planning resources that are currently available, . 2. Cultivate countywide arts programming and cultural awareness beyond the level that is currently possible by establishing some central coordinating functions and new support structures that will improve services to all arts organizations. 3. Fravide individual artists and arts organizations information and training which will enable them to increase their economic self-sufficiency and their interactions with other artists and the community. 4. Develop arts programming appropriate to the county level and supplemental to the local level which will meet the needs of segments of the populations which currently have limited access to the arts. 5. Encourage the exchange of artistic resources between rural and urban areas. 6. Increase the exposure of the youth in~Butte County to the county cultural resources and increase their opportunities to develop their own artistic potential. 7. Expand the potentials for artists, both in terms of their numbers and the cultural awareness of their members. This goal implies not only that more people will take advantage of arts programming, but also that those who dp will increase their understanding of and capacity to enjoy what they are viewing.
