WHEREAS, the governing board of the Chico Unified School District has made and filed with the Board of Supervisors written findings supported by clear and convincing evidence that: (a) Conditions of overcrowding exist in said District which will impair the normal functioning of educational programs, including the reasons for such conditions existing; and (b) All reasonable methods for mitigating conditions of overcrowding have been evaluated, and no feasible method for reducing such conditions exists; and WHEREAS, the Board of Supervisors has reviewed said written findings and the evidence submitted by the Chico Unified School District in support thereof; and WHEREAS the Board of Supervisors has heard testimony regarding said overcrowding from representatives of the Chico Unified School District and members of the public an numerous occasions including but not limited to its meetings on January 1Q, 1984, and March 5, 1985, and the hearing held before it on March 12, 1985; and WHEREAS the Board of Supervisors concurs in said findings of the Chico Unified School District and has adapted Ordinance No. ~~ 24 n'3 for the purpose of providing a method for financing 1 1 2 3 4 5 6 7 8 ~I 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 interim school facilities ~on existing elementary campuses in the Chico Unified School District; and WHEREAS Chico Unified School District has filed with the Board of Supervisors a fee schedule (Exhibit A) and a schedule how the school district will use fees received by it pursuant to said Ordinance No. 2463 to salve the conditions of overcrowding (Exhibit B}; and WHEREAS the Board of Supervisors has determined that the amount of the fees specified in said plan bear a reasonable relationship and will be limited to the needs of the community for interim school facilities and are reasonably related and limited to the need for schools caused by anticipated residential development and do not exceed the amount necessary to pay five (5} annual lease payments for the said interim facilities; and WHEREAS the Board of Supervisors has determined that the facilities in the schedule of the Chico Unified School District (Exhibit B attached hereto) are consistent with the Butte County General Plan, which provides for the location of public schools. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors that the fee schedule which is attached hereto as Exhibit A and incorporated herein by this reference, is hereby approved and adopted pursuant to Section 8 of Ordinance No. 2453 and that fees shall be payable in accordance with said schedule pursuant to said ordinance. /// /// /// /// 2 1 2 3 4 s ~~ s 9 10 11 12 13 1~ 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Passed and adopted by the Butte County Board of Supervisors this 19th day of March, 1985, by the following vote: AYES: Supervisors Dolan, McInturf. If the number of rooms in a unit is not clearly established by the presence of interior walls, the number of rooms will be determined by the school distract, based on the use of designated space in the unit. CHICO IINIFIED SCHOOL DISTRICT 1163 East Seventh Street Chico, California 95926 (916) 891-3001 EXHIBIT B SCHEDULE FOR PROCUREMENT AND PLACEMENT OF INTERIM SCHODL FACILITIES ON EXISTING CHICO UNIFIED SCHOOL DISTRICT ELEMENTARY SCHOOL CAMPUSES 1985-86 School Year Based on available funding and student demographics, the District will place up to thirteen fully equipped additional classrooms and provide three additional toilets and walkways on the following elementary campuses: Forest Ranch 1 classroom Hooker Oak l to 2 classrooms Jay Partridge l to 3 classrooms Marigold l to 2 classrooms Rosedale 4 to 5 classrooms Shasta ~. to 2 classrooms The purchase and installation of toilets and walkways will be scheduled on an as-needed basis. 1986-87 School Year Based on available funding and student demographics, the District will place up to seventeen fully equipped additional classrooms and provide four additional toilets and walkways on the following elementary campuses: Chapman 1 to 2 classrooms Hooker Oak 1 to 2 classrooms Jay Partridge 1 to 2 classrooms John McManus 1. to 2 classrooms Marigold 1 to 2 classrooms Neal Dow D to 1 classroom Parkview l to 2 classrooms Rosedale 2 to 4 classrooms Shasta 1 to 2 classrooms Sierra View 0 to 2 classrooms The purchase and installation of toilets and walkways will be scheduled on an as-needed basis.
