Staff and the Patients' Rights~Advocate collaboratively develop a list of licensed mental health professionals and/or attorneys willing to serve as hearing officers. This list is submitted to a panel consisting of County Gaunsel, the Public Defender, and Mental Health Director. That panel. then selects the hearing officer from the list. -6- 2.1} Certii'a.cation Review Hearing Officers c) Describe the county`s method for the funding and training of Hearing Officers. Hearing Officers are funded From County Short-Doyle budget~on a fee-for-services basis. The first Hearing Officer was an attorney knowledgeable in mental health law. He had available to him the materials distributed at the Department of Mental Health Certification Review Training Seminar held in December 19$2. A mental health staff member and the Patients' Rights Advocate met with him to discuss general procedures for conduct of certification hearings as well as basic mental. health laws, including specific criteria for grave disability and dangerousness. This person has trained the other two hearing officers. Each prospective hearing officer observed a hearing conducted by the original officer and participated in a two-hour training session with him, inpatient staff, and the Patients' Rights Advocate. They have also studied the training seminar materials described above. The original hearing officer observed each new hearing officer as he or she conducted his ar her first hearing. Subse- quently each officer has attended training provided fora the local program by the State Patients' Rights Advocate. It is expected that as new hearing officers are added the above training procedures w~.ll be applied. 2.2) Patient Representatives a) List of patient representatives for the plan year: 1} Max George, Mental.
