NICHOLS, Chief Administrative Officer and Clerk of the Board By: BYLAWS OF THE BUTTE COUNTY AGRICULTURAL ADVISORY COMMISSION ARTICLE I NAME AND PURPOSE Section 1. The name of this Commission shall be the Butte County Agricultural Advisory Commission. Section 2. The purposes of this Commission shall be to: First: Provide advice to the Board of Supervisors on agriculture matters and to assist in the development of agricultural policies. Second: Study issues in depth, hold public hearings as necessary, perform research data collecting necessary and helpful to the Board, and to provide the Board with reasons to support any decisions or recommendations. Third: Review the concerns of the agricultural industry in Butte County, defining problems and suggesting solutions to the Board of Supervisors. The Commission may act as a liason between local agencies/organizations and the Board of Supervisors. ARTICLE II ORGANIZATION Section 1. The Commission shall consist of five members. Each Board of Supervisors' member shall nominate one member to the Commission; however, all members shall be appointed by the Board of Supervisors. Additionally, an alternate member may be appointed at-large. The alternate member may paticipate in the proceedings of the Commission; however, will have only voting rights in the absence of one of the other regular members. Section 2. The County Agricultural Commissioner, or his authorized deputy, and the Farm Advisor of Butte County, or his authorized deputy, shall also serve in a ex-officio capacity as members of the Commission and shall act as support staff to the Commission. Section 3. Terms of office. a. The term of each member of the Commission shall coincide with the term of office of the Board of Supervisors member who nominates him or her. b. The term of appointment for the alternate member shall be indefinite. Section ~. Three voting members shall constitute a quorum for meetings of the Commission. Section 5. A Commission member who misses three consecutive regular meetings without good cause may be removed from the Commission by the Board of Supervisors. ARTICLE TII OFFICERS AND TERMS OF OFFICE Section 1. The officers of this Commission shall be a Chairman and Vice Chairman to be elected by the Commission at its first meeting of the new calendar year. -2- Section 2. zf an office, other than the Chairman's becomes vacant, the same shall be filled by a vote of the Commission and the appointee shall serve the unexpired term. (See Article IV, Section 2.} ARTICLE IV Di3TIES OF OFFICERS Section 1. The Chairman shall preside at all. regular and special meetings of the Commission and sha11 appoint all committees unless otherwise provided for by these bylaws. Section 2. The Vice Chairman sha11 assume the powers and duties of the Chairman in his/her absence, and shall succeed to the chairmanship when a vacancy occurs in that office . ARTICLE V Section 1. Meetings shall be held at least quarterly; with the meetings to commence at 7:00 p.m. on the second Thursday of the months of January, April, July and October, and as necessary, and at the call of the Chairman. Written notice and an agenda of such meetings shall be sent to the Commission not less than one week prior to the meeting. Section 2. Meetings shall be public and minutes shall be maintained of all meetings. The supportive staff for the taking of minutes will be provided by the Board of Supervisors. -3- ARTICLE VI EXPENSES Section 1. Members of the Commission will be provided reimbursement of normal and necesasry expenses, which expenses shall be chargeable to the budget of the Butte County Board of Supervisors. Section 2. Commission members will be eligible for reimbursement of transportation related expenses at the rate per mile authorized to county employees and officials. Commission members, in order to receive reimbursement, will need to show proof of valid insurance coverage according to county standards. Section 3. All other incurred travel or other expenses are subject to approval by the Board of Supervisors prior to incurring such expense. ARTICLE VII AMENDMENTS Section 1. The Bylaws may be amended by proposals submitted in writing to the Chairman who shall notify each member of the proposed amendment not less than thirty (30) days before the date of the meeting at which the said amendments will be voted upon. Section 2. Unless otherwise stipulated, all amendments to the Bylaws shall become effective immediately following approval by the Commission and ratified by the Board of Supervisors. -4- ARTICLE VIII Section 1. only as a general guideline, discretion of the Chairman.
