WHEREAS, Butte County is facing extremely severe financial
problems and has adopted a final budget that results in large reductions
in law enforcement, fire protection, libraries, senior nutrition programs,
risk management, and general county administration; and
WHEREAS, these reductions were necessary because of the county's
inability to fund both state programs and police, fire protection, and
libraries; and
WHEREAS, the only real resolution to our county's financial
problems is additional sources of discretionary revenue;
NOW, THEREFORE, BE IT BY THE BOARD RESOLVED that it supports
the passage of SB 1091 (Campbell); and
BE IT FURTHER RESOLVED that is additional funds become available
for the passage of SB 1097 they will be used to restore critical police,
fire and library services; and
THE BOARD STILL FURTHER RESOLVES that the state legislature
and Governor must realize that additional discretionary revenue, while an
important element to the solution of the county's financial problems, will
be a short lived resolution if the legislature does not also act to
indemnify the counties for the cost of financing state mandated programs.
