HomeMy WebLinkAbout85-139A~ ~: ^*; ^ , C WHEREAS, the Butte County Board of Supervisors believes that the R.esojufio n RESOLUTION OF THE BOARD OF SUPERVISOR5 FORMING THE COUNTY FINANCIAL STABILITY COMMISSION current and future financial difficulties of Butte County can only be resolved with the understanding and support of the people of the County of Butte; and WHEREAS, the Butte County Board of Supervisors believes that a formal process involving a cross-section of Butte County citizens can be effective to accomplish this objective. NOW, THEREFORE, BE IT RESOLVED that the Butte County Financial Stability Commission is hereby established pursuant to the following specifications: A. Membership. The Commission shall be comprised of 15 members appointed by the Board of Supervisors. The Commission shall be selected after recruitment and nomination by the following process: 7. Any individual who wishes to place his/her own name in nomination. :BOARD O;F` S'UPE~VIS~RS''' COUNTY OF BUTTE, .STATE: OF CALIFORNIA. 2. Nominations by each Supervisor. 3. Nominations from citizen or civic organizations: All citizens interested or nominated shall fill ou.t a committee application form provided by the Chief Administrative Office. B. Term. The Commission members' terms will be for one year. The initial members shall serve until December 31, 1986. C. Board of Supervisors Members. The Board of Supervisors shall appoint two of its members to assist Commissioners and direct staff support for the Commission meetings. D. Staff Assistance. The Chief Administrative Office will be responsible to provide assistance. E. Pur ose. The Commission shall review general financial condition of Butte County government and prepare recommendations to the Board on what avenues to pursue to achieve long term financial stability for the County. In fulfillment of the purpose, the Commission shall: A. Prepare recommendations to the Board of Supervisors for additional sources of revenue to finance needed county services. B. Review the general financial condition of Butte County government. C. Assess future unavoidable costs for public facilities, building maintenance, and county liability exposure. D. Review the impact of state legislation and regulations and develop strategy to change. E. Review the impact of federal legislation and regulations and develop strategy to change. F. Review impact of city redevelopment and annexation policies on Butte County revenues.
