~.}~ESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS
SUPPORTING THE RIGHT TO A SMOKE-f REE ENVIRONMENT
AND ENCOURAGING THE ESTABLISHMENT OF NON-SMOKING
SECTIONS IN ALL PUBLIC PLACES
WHEREAS, cigarette smoking has been associated with increased incidence
of urinary bladder cancer, chronic bronchitis, ischemic heart disease deaths,
lung cancer and an overall increase in the death rate; and
WHEREAS, tobacco smoke contains a number of harmful substances such
as nitrogen oxides, carbon monoxide, various cyanides, nicotine and carcinogens;
and
WHEREAS, sidestream smoke, i.e., uninhaled smoke from the cigarette,
contains more particulates, tar nicotine, benzo(a)pyrene, phenols, cadmium,
ammonia, nitrous oxides, and carbon monoxide than mainstream inhaled smoke;
and
WHEREAS, carbon monoxide from smoking in closed rooms may cause
substantial levels of carbon monoxide hemoglobin even in non-smokers; and
WHEREAS, certain persons may be allergic, atopic or otherwise reactive
to cigarette smoke; and
WHEREAS, certain persons strongly feel that involuntary inhalation
of tobacco constitutes an offense to their person; and
WHEREAS, recent court decisions have upheld the right of workers
to a smoke-free workplace, as well as determining damages may be awarded to
damaged persons.
NOW, THEREFORE, BE IT RESOLVED, the Butte County Board of Supervisors
hereby supports the right to a smoke-free environment and encourages the
establishment of non-smoking sections in all public places.
BE IT FURTHER RESOLVED, the Butte County Board of Supervisors refers
to the cities within Butte County for consideration, an ordinance to regulate
smoking in enclosed places, including places of employment.
BE IT FURTHER RESOLVED, the health, safety and general welfare of
the residents of, persons employed in, and persons who frequent Butte County
would be benefited by a smoke-free environment.

BE IT FURTHER RESOLVED, that this resolution shall become effective
on November 19, 1985.
PASSED AND ADOPTED by the Butte County Board of Supervisors this
19th day of November, 1985, by the following vote:
AYES: Supervisors Dolan, McInturf, McLaughlin, Wheeler and
Chairman Fulton
NOES: None
ABSENT: None
NOT VOTING: None
