OF BUTTE, STATE OF CALIFORNI,4. ~~ ~ ~~ 5•'~~ ,~'" Resolution No. 66-38 RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS REQUESTING THAT THE CHICO~CITY COUNCIL JOIN BUTTE COUNTY iN AN EFFORT TO ACHIEVE A WIGHER LEVEL OF COOPERATION AND COP~AINICATION BEGINNING WHEREAS, the County of Butte and the City of Chico represent a significant portion of local government in the northern portion of the State of California; and WHEREAS, local government especially should strive to achieve cooper- ation and coordination for the provision of services to all citizens; and WHEREAS, the proposed annexation of existing commercial property known as the North Valley Plaza Mall by the City of Chico wi]1 have a negative countywide impact on services to citizens residing both in the incorporated and unincorporated areas of Butte County. WHEREAS, local government especially should strive to achieve cooper- ation and coordination for the provision of services to all citizens. NOW, THEREFORE, BE IT RESOLVED that the Butte County Soard of Super- visors adopts this resolution with a desire to achieve the highest level of cooperation and communication with the City of Chico and strongly recommends to the Chico City Council that a fully advertised public hearing be held by the Chico City Council to consider the issues of the environmental impact report for the proposed North Valley Plaza Mall Annexation Project. The Butte County Board of Supervisors offers the following in support of the need for such a public hearing: 1. A public hearing would serve the purposes and goals of the California Environmental Quality Act. 2. A public hearing would open the government decision making process. 3. A public hearing would provide full disclosure of all of the issues and the possible impacts, including the possible diminishment of services, and an opportunity to discuss alternatives, all of which will serve the community interest. 4. A public hearing would provide an opportunity for community input, particularly the users of city and county services. _2_ 5. A public hearing provides an opportunity to provide more detailed information from those wishing to comment than was available during the time available for comments on the draft environmental impact report. 6. A public hearing provides an opportunity for citizen comment which has not been previously available. 7. A public hearing also provides an opportunity for the Chico City Council to resolve any appearance that the issues related to the proposed annexation project were not fully discussed in the public forum.
