RESOLUTION PROCLAIMING MAY 1986
AS MENTAL HEALTH MONTH
WHEREAS, in 1963 Congress enacted the Community Mental Health
Center Act enabling community mental health centers to provide
comprehensive community-based services to all persons regardless of
ability to pay;
WHEREAS, in Butte County, community mental health services
began in 1967 therefore providing its citizens access to local services;
WHEREAS, community mental health centers serve an increasing
number of patients/clients with serious mental illnesses, including.
schizophrenia and depression who account for over one-quarter of the
CMHC patient caseload across the country;
WHEREAS, in one out of every three American families there
is a member with some type of mental illness;
WHEREAS, community mental health centers have significantly
reduced admission rates to state institutions, decreasing per capita
costs for mental health services;
WHEREAS, community mental health centers have an integral
component involving citizens through local mental health. advisory
boards, who ensure that the mental health needs of the community are
met;
WHEREAS, Butte County tRental Health Services share with
the community in enhancing the accessibility of quality,
community-based, mental health services to the citizens of Butte County;
THEREFORE, BE IT RESOLVED, that the Butte County Board of
Supervisors designates May 1986 as Mental Health Month to be observed
with a variety of community programs and activities.

Butte, State of California this 6th day of May 1986, by the fallowing
vote:
