STATE OF CALIFORNIA ,~ _ _. ~ „~~ • ~~~~„.^ , ~ resolution No. s5-s5 RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS RECOMMENDING A COMMISSION ON STATE/COUNTY RELATIONS WHEREAS, the counties as political subdivisions of the State of California provide many services including administration of health and welfare programs, criminal justice functions, road construction and maintenance, agricultural and environmental health inspection, police, fire and libraries; and WHEREAS, the general purpose revenue of counties is increasingly diverted to pay for welfare and criminal justice costs; and WHEREAS, the general purpose revenue available to finance local option programs such as police, fire and libraries is decreasing because of mandated expenditures. NOW, THEREFORE BE IT RESOLVED that the Butte County Board of Supervisors does hereby support the restructuring of financial relationships between the state and counties as a long-term solution of the county financial crisis. BE IT FURTHER RESOLVED that to accomplish this task this Board recommends the creation of a commission on state/county relations which would: Generate meaningful data about the problems at this important level of local government. Be a prime source of advice and information on the part counties play in the government of California. Develop trend analysis that would help in program development and forecasting. Enhance public awareness and education about the role played by counties in the American governmental system. Su ervisors• _______•.Terry, Starn, Cannella and Vice-Chairman Simon y ~ p •-•--•------------------ ......_.......----._._._.............----------....--••-----------------•._........-----..............-----••-.._....------------------------- Noes: Supervisors: i~One Excused or Absent: Supervisors: ~ Om Abstaining: Supervisor: None _ _ •------• .................. ......................................................•-•--........ ..................................--- •~-2~ ...----------••--• THE FOLLOWING RESOLUTION WAS ADOPTED: IN RE: RESTRUCTURING OF FINANCIAL AND PROGRAM MANDATE RELATIONSHIPS BETWEEN THE STATE ANE} COUNTIES WHEREAS, California counties provide many services including road maintenance, administration of health and welfare programs, agricultural and environmental health inspection and crimina] justice functions; and WHEREAS, because counties are an arm of the State of California, many of these county services are mandated by State law, yet a significant portion of the -Funding must come from locally generated discretionary revenues; and WHEREAS, because of increasing welfare caseloads, escalating criminal justice costs, and relatively static Tocal revenue sources, counties have been implementing significant efficiency measures during the last four years to control costs; and WHEREAS, many counties, including Stanislaus County, have been forced to cut back or eliminate programs which are not mandated such as veterans and consumer services, libraries, county parks, and services to the aging and medically indigent; and WHEREAS, these cutbacks have affected the lives of many county residents, including those most needy of services; and WHEREAS, the Stanislaus County Board of Supervisors does hereby inform the State Legislature of its desire to provide basic and necessary services to the people of Stanislaus County in the most efficient and cost-effective way possible, ATTEST: CLAUDIA LEONG, Clerk Stanislaus County Board of Supervisors, State of California, -I- BU-14-9 ay: Rochelle A.
