HomeMy WebLinkAbout86-089`,~ ~ ,, ~, '_.~: BOARb OF1~~SUPER`UiSORS COUNTY OF BUTTE, STATE OF CA LIFORIVIA • ~ ~ ~ ~1~ ~~ S y~ * .:. ~ ~ ~ ~~' ~ ~" ~ ~. ~~+~'' Resojufion No. g6-89 ,~ RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS OPPOSING THE CITY OF CHICO PROPOSED ANNEXATION KNOWN AS THE EAST AVENUE, THE ESPLANADE, AND PANAMA AVENUE ANNEXATION PROJECT WHEREAS, the Butte County Board of Supervisors has recognized a continuing erosion of property tax and sales tax revenues to the county caused by selective annexations of the City of Chico; and WHEREAS, the City of Chico proposes the annexation of a number of parcels bordered by Panama Avenue, The Esplanade, and East Avenue, all of which are commercial properties; and WHEREAS, the city's continued policy of selective annexation of commercial properties without the inclusion of residential properties repre- sents a cumulative negative impact to the ability of the County of Butte to continue to provide services; and WHEREAS, the Butte County Local Agency Formation Commission has a policy prohibiting selective annexations of commercial zones for the purpose of revenue generation; and WHEREAS, the annexation proposed represents cumulative environmental impacts in accordance with the California Environmental Quality Act. NOW, THEREFORE, 8E IT RESOLVED that the Butte County Board of Supervisors position on the East Avenue, The Esplanade, and Panama Avenue Annexation Project is as follows: 1. This project should be included in the environ- mental impact report on the North Valley Plaza Mall Annexation Project since this and other annexation projects by the city represent cumula- tive impacts as defined in the California Environ- mental Quality Act. -2- 2. The proposed annexation should be denied by the Local Agency Formation Commission since the city's policy clearly is to obtain the reve- nues associated with these properties without the companion obligations of provisions of service to residential zones through similar annexation activities. 3. The Board of Supervisors opposes this annexation since the properties have substantial nan property tax revenues.
