RESOLUTION OF THE BUTTE COUNTY BOARD
OF SUPERVISORS ORDERING INCLUSION OF
AN ADVISORY MEASURE ON THE BALLOT OF
THE GENERAL ELECTION RELATIVE TO THE
FUNDING OF HIGH PRIORITY LOCAL SERVICES
BE IT RESOLVED by the Board of Supervisors of the County
of Butte, State of California, as follows:
1. That this Board hereby orders inclusion of an advisory
measure on the ballot of the General Election to be held on Tuesday,
November 4, 1986, which advisory measure shall read as follows:
Advisory Measure "A"
Advisory Vote Only --
Shall the following measure be
adopted?
"We the people of the County of
Butte, in order to more fully
fund high priority local services YES
such as police, fire and libraries,
hereby petition the State of
California to assume the total
financial responsibility for
state mandated welfare, health, NO
and court and jail systems."
2. That a copy of this Resolution be filed with the
Butte County Clerk.

to provide that the board of supervisors
fill vacancies in elective offices in
accordance with general law? NO
Section 1(c}~ A special election is hereby further called
to be held and consolidated with the General Election on November 4,
1986, for the purpose of submitting to the qualified voters of the
County, the proposition of amending the Charter of the County of
Butte as follows:
That subsect~.on (b~ is hereby added to Section 9 of
Article ~V of the Butte County Charter to read as
follows:
"Section 9. Vacanc in elective count office.
(b} Whenever a vacancy occurs during the term
` of office of the County Superintendent of
Schools, the County Board of Education shall
fill such vacancy in the manner provided by
law."
This amendment shall become effective at Noon on January b, 1987.
Section 1(d). At said election, said proposition shall be
submitted to the qualified voters of the County in the form of the
following county measure, to wit;

Section 2(a}.
This Board does hereby submit to the
qualified electors of the County at the special county charter
amendment election amendments to the Charter of the County of
Butte, and hereby designates and refers to said measures in the
form set forth in Section 1(b} and Section I(d) hereinafter pre--
scribed for use at the special county charter amendment election.
. Section 2(b}. The special county charter amendment
election is consolidated with the General Election and shall be
held and conducted, and the votes thereat received and canvassed,
and the results thereof made and the results thereof ascertained
and determined as herein provided, said election shall be held as
nearly as practicable: in conformity with the election laws of the
State of Caifornia and only qualified voters o~ the County may
vote thereat.
Section 2(c). The special county charter amendment
election hereby called shall be and is hereby consolidated with
the General Election to be held throughout the County on
November 4, ],986, all as required by and pursuant to law; and the
election precincts, polling places and voting booths shall in
every case be the same and there shall be only one set of election
officers in each of said precincts. The election precincts,
ballots and absentee ballots, polling places and officers of
election for this special county charter amendment election shall
be as established for the General Election.
Section 2(d}. The provisions of Article 3 of Chapter 2
of Division ~ of the Elections Code shall apply to said special
county charter amendment election and the County Counsel shall

1 prepare an analysis of said county measure in the manner provided
in Elections Code Section 27$1.
3 Section 2(e). The returns Qf said election shah. be made
4 out and signed by the election officers and shall be by them
5 deposited with the County Clerk, together with the ballots cast at
6 said election and the said returns shall be canvassed or caused to
7 be canvassed in the same manner as provided by law for General

The Board of Supervisors of the County of Butte, State of
California, DO ORDAIN, as follows:
Section ].{a) A special election is hereby called to be
held and consolidated with the General Election on November 4, 1986,
for the purpose of submitting to the qualified voters of the County,
the proposition of amend~.ng the Charter of the County of Butte as
follows:
That Section 2 of Article IV of the Butte County
Charter be amended to read as follows:
"Section 2. Consolidation of offices.
The following offices are hereby consolidated:
{a} The public guardian shall be ex officio
public administrator;
{b) The sheriff shall be ex officio coroner;
(c} The treasurer sha11 be ex officio tax
collector and ex officio license collector;
(d) The surveyor shall be ex officio road engineer;
{e) The health officer shall be ex officio county
physician;
{f) The clerk shall be ex officio recorder."
This amendment shall become effective at Noon on January 6, 1987.
Section l{b}. At said election, said proposition shall be
submitted to the qualified voters of the County in the form of the
following county measure, to wit:

Section 2{a} This Board does hereby submit to the
qualified electors of the County at the special. county charter
amendment election an amendment to the Charter of the County of
Butte, and hereby designates and refers to said measure in the
form set forth in Section 1(b} hereinafter prescribed for use at
the special, county charter amendment election.
Section 2(b}. The special county charter amendment
election is consolidated with the General. Election and shall be held
and conducted, and the votes thereat received and canvassed, and the
results thereof made and the results thereof ascertained and deter-
mined as herein provided, said election shall be held as nearly as

by the Butte County Department of Welfare.
"(c) The Board of Supervisors may provide local
funds for the administration of services
not to exceed the maximum amount of welfare
funds utilized in fiscal year 1978-1979,
as adapted in the County of Butte 1978-1979
budget."
This amendment shall become effective at Noon on January 6, 1987.
Section 1(b). At said election, said proposition shall be
submitted to the qualified voters of the County in the form of the
following county measure, to wit:

"Shall the Butte County Charter be amended
to prohibit the Board of Supervisors and
all other County officials from using any
local funds in pxograms administered by YES

except that an amount of local funds
not to exceed the maximum amount of
welfare funds utilized in fiscal year NO
1978-1979, as adopted in the 1978-1979
budget, may be provided by the Board of
Supervisors for the administration of
services?"
