RESOLUTION IN OPPOSITION TO PROPOSITION 61
WHEREAS, Proposition 61, which will appear on the November 1986
ballot, would limit compensation of state and local public employees and
private contractors to no more than 80 percent of the Governor's salary;
and
WHEREAS, the initiative severely diminishes California's competitive
position in retaining and attracting top talent to public service pasitions;
and
WHEREAS, this initiative will result in substantial cost increases;
and
WHEREAS, this initiative could prohibit all public employees from
accumulating sick leave and vacation time from one year to the next and
could create a one-time statewide cost increase of $7 billion; and
WHEREAS, this initiative would severely limit the ability of state
and local governments to contract for emergency and other services which
cannot reasonably be provided by public employees.
NOW, THEREFORE, BE I7 RESOLVED that the Butte County Board of
Supervisors opposes Proposition 61 and urges its defeat by the voting public.
PASSED AND ADOPTED by the Board of Supervisors, County of Butte,
State of California this 7th day of October 1986 by the following
vote:
AYES: Supervisors Dolan, Fulton, McInturf, Wheeler and Chairman McLaughlin
