resolution No. 86-134
RESOLUTION RECOGNIZING ROBERT M. HAGAN
WHEREAS, Robert M. Hagan has served on the University of
California staff for more than 49 years, presently as Professor of Water
Science and Statewide Extension Water Specialist; and
WHEREAS, Robert M. Hagan previously served as Department Chair
for nine years, as Associate Director of International Agricultural
Institute at Davis, and as Associate Director of Dry-Lands Research
Institute headquartered at Riverside; and
WHEREAS, Robert M. Hagan has authored more than 230 technical
papers and reports; and
WHEREAS, Robert M. Hagan's research has concentrated on efficient
use of water in irrigated agriculture and on water-energy-cost tradeoffs
in irrigation system design and management, and as Extension Water
Specialist he is involved in working toward a better public understanding
of water supply and use problems by the general public, agencies, and
the many concerned groups; and
WHEREAS, Robert M. Hagan has been elected Fellows of the American
Society of Agronomy and of the American Association for the Advancement
of Science, has been recognized by the California Irrigation Institute
as "Irrigation Man of the Year, 1978," has received the Distinguished
Service Award from the Soil Conservation Society of America in 1980, and
was presented the Award of Honor by the California Chapter of American
Society of Agronomy in 1986; and
WHEREAS, Robert M. Hagan in his capacity as Statewide Extension
Water Specialist co-chairs the Water Task Force of the University of
California Cooperative Extension Water Policy Workgroup which has developed
educational materials for laypersons and has sponsored regional water
policy study tours including the Northern Sacramento Valley in August 1984
and statewide conferences for opinion leaders and decision makers including

the 1986 conference at Asilomar, "Bridges Over Troubled Waters:
Understanding California Water Controversies, Proposed Actions and Regional
Impacts."
NOW, THEREFORE, BE iT RESOLVED, that this Board, on its own
behalf, and on behalf of the citizens of the County of Butte hereby commends
Robert hi. Hagan for his unselfish devotion and dedication to duty in his
almost 50 years of service to the University of California and his
leadership in guiding and encouraging the betterment of our lives.
PASSED AND ADOPTED this 7th day of October 1986 by the following
vote:
