Resolution No. 86-138
RESOLUTION REQUESTING RECONSIDERATION OF
BARRIER STRIPING (DOUBLE SOLID LINE) OF PUBLIC ROADS
IN MOUNTAINOUS AREAS
WHEREAS, California Vehicle Code (Sections--21400 and 21401) charges the
State Department of Transportation (Caltrans) with the development of rules and
regulations regarding traffic control devices; and
WHEREAS, the California Traffic Control Devices Committee concurred in
Caltrans request to delete a portion of 6-02.3 of the State of California Traffic
Manual which had allowed for passing areas in safe locations in mountainous regions;
and
WHEREAS, deletion of this section will adversely affect the traffic safety
of the motoring public in mountainous areas because without this section almost all
passing areas on State highways and County roads will be eliminated; and
WHEREAS, passing areas will always be needed due to the number of slow
moving logging trucks, recreational and other slow moving vehicles found in
mountainous areas; and
WHEREAS, the cost for barrier striping (double solid lines) alone will
create an unacceptable financial burden on those entities required to install such
a magnitude of striping;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County
of Butte, State of California, requests the State Department of Transportation
(Caltrans) take steps necessary to reinstate Section 6-02.3 of that deleted portion
of the State of California Traffic Manual in the name of public safety.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 21st
dAy of October 19 86 , by the following vote:
