HomeMy WebLinkAbout86-140T ~f. ~ BOARD OF SUPERV~`SORS `~~ ~ ,, COUNTY OF E3UT7`E, S°[A7'~ OF CAl EFC7RNIA ~~ ~~ yF Resolufion No. 86-140 RESOLUTION PROVIDING FOR THE REIMBURSEMENT OF MILEAGE AND EXPENSES TO VARIOUS COUNTY BOARD AND COMMISSION MEMBERS WHEREAS, the Board of Supervisors finds that it is in the interest of the County of Butte to reimburse members of various appointed boards and commissions of the County of Butte for actual mileage and expenses incurred in the performance of their county duties; NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of the County of Butte establish the following policy for reimbursement of county business-related travel and expenses incurred by members of the county's various appointed boards and commissions: 1. Budget Authority. A member of any county board or commission which has a budget authorization approved by the Board of Supervisors for travel and expenses shall be eligible to be reimbursed by the county for the actual cost of such travel or expenses related to the performance of their appointed duties. 2. Travel and Expenses a. Authority for Travel. Within the limitations of the budget appropriation approved by the Board of Supervisors, members of any board ar commission appointed by the Board of Supervisors may travel within the county for the transaction of county business. b. Insurance. Each person appointed to a county board or commission who uses a privately-owned vehicle on county business shall file an affidavit certifying that there is liability insuarance in effect in the sum of not less than ($15,000) fifteen-thousand dollars for bodily injury to one person, and ($30,000) thirty-thousand dollars for bodily injury to two or more persons, and ($5,000) five-thousand dollars for property damage. Such affidavits are to be submitted to the County Auditor prior to any travel authorization for reimbursement. -2- c. Expenses Within the County. Subject to budgetary appropriation by the Board of Supervisors and the rules and procedures of an individual board or commission, a commission member shall be reimbursed for expenses within the county incurred while carrying out the duties of their appointment. Such member may be reimbursed for meal expenses when attending a breakfast, lunch or dinner meeting within the county where the member is representing the county and participating in the meeting or where it is important to the county's benefit that the member attend. d. Expenses Outside the County. Subject to budget limitations set by the Board of Supervisors, and with approval of the Chief Administrative Officer, members of any county board or commission may be authorized to travel outside the county on county business and shall be allowed actual and necessary expenses such as parking, telephone calls made to transact county business, and convention fees. Receipts for lodging and other expenses where a receipt is available shall be attached to the claim for reimbursement and submitted through the appropriate responsible department head to the County Auditor. e. Expenses for Mileage. Subject to the budget appropriation approved by the Board of Supervisors, an appointed board or commission member who has filed the necessary insurance verification with the County Auditor sha17 be reimbursed for the use of a privately-owned vehicle for county business at the rate of 25~ for each mile driven on county business. 3. Method of Payment. Authorized board or commission members who have incurred travel and expenses pursuant to this resolution shall be reimbursed by the County Auditor upon the approval of the responsible department head. Board and commission members - 3- shall submit to the department head a signed claim for expenses supported by receipts, when available, and a detail of travel expenses indicating the date, purpose, distance and travel locations. The County Auditor shall process such claims in the normal manner of other similar claims submitted to the county. BE IT FURTHER RESOLVED that this resolution shall supercede Resolution 82-177 dated November 9, 1982.
