HomeMy WebLinkAbout87-007RESOLUTION IMPLEMENTING AND APPLYING MEASURE E The Board of Supervisors of the County of Butte, State of California, resolves as follows: WHEREAS, the Board placed on the November 4, 1986 ballot, for the purpose of submitting to the qualified voters of the County, a proposition amending the charter of the county; and, WHEREAS, the proposed charter amendment designated Measure E for purposes of the November election was submitted to the voters as a means of addressing the county's fiscal crises, caused in large part by the State of California increasing the share of local funds that have to be expended to match State designed, controlled, and mandated welfare benefit programs; and, WHEREAS, seventy-five percent of the qualified voters voted to pass Measure E and implement the charter amendment proposed, and the Measure, being duly certified became effective on January 6, 1987; and, WHEREAS, this Board implemented Measure E on January 6, 1987 and sought to do so consistent with the purposes and intent of the voters; and, WHEREAS, the State of California is obligated by Federal law to match Federal funds for the AFDC Program; and WHEREAS, the State of California requires Butte County to fund 5.4 per cent share of the cost of the AFDC grants; and, WHEREAS, this Board, in closed session, on January 6, 1987 with counsel present, for the purpose of discussing litigation concerning Measure E, implemented it. Measure E shall apply to restrict the expenditure of County money to fund the State's share of the cost of the AFDC grants. Measure E shall not apply to the expenditure of County funds to pay County employees hired to administer welfare programs in Butte County; nor to the County-run General Assistance Program; and, WHEREAS, this Board filed a lawsuit on January 12, 1987 to declare whether Measure E as applied above to be valid and effective; NOW BE IT RESOLVED that: 1. This Board ratifies the decision it made on January 6, 1987 implementing and applying Measure E as set out above, and be it further resolved that the Board will continue to seek ways to address the county's fiscal crises. PASSED AND ADOPTED by the Butte County Board of Supervisors this 20th day of January 1987, by the following vote: AYES; Supervisors Fulton, McInturf, Vercruse and Chair ©olan NOES : None..
