RRBOLO'!'ION SUPPORTING SENATE BILL 205 RELATING TO RESERVING AN
ADDITIONAL 114 CENT OF STATE SALES TAR REVENUE IN A COUNTY SUBVENTION
FUND FOR THS USE AND OPERATTON OF'COUNTY GOVERNMENTS
WHEREAS, the current division of revenue from the 6~ sales tax
wherein 80~ is allocated to state government and only 20~ retained by county
governments of tax origin (even though their businesses and residents pay 100
of the tax) is disproportionate and unjust; and
WHEREAS. this already inequitable allocation of sales tax revenue
increasingly has been eroded by unHarraated and unfunded state legislative
mandates imposed by the Legislature on county governments; and
WHEREAS, the County Supervisors Association of California (CSAC1 has
documented that {1) while discretionary revenues comprise on the average less
than one-third of a county's total budget, (2} aver 80Rs of those revenues are
being used to pay for mandated obligations, and (3} nearly three-quarters of
California counties have reported that discretionary revenue did not increase
sufficiently between the 1985-86 and 1986-87 fiscal years to keep pace with
inflation; and
WHEREAS, CSAC has further documented that fully one-half of
California' 58 counties face serious financial difficulties and potential
service and program reductions; and
WHEREAS, Senate Bill 205, coauthored by Senators Kopp, Nielsen and
Presley, would transfer an additional 1/4 cent of the state sales tax to a
County Subvention Fund for the use and operation of California's financially-
strapped county governments.
NOW, THEREFORE, BE IT RESOLVED, that the Hoard of Supervisors of the
County of Butte does hereby memorialize the State Legislature to adopt as soon
as possible Senate Hill 205.
BE IT FURTHER RESOLVED, that copies of this resolution be
transmitted to the members of the Senate Committee on Local Government, with
the request that they make all action necessary to effectuate the intention of
this resolution.
