QEEREAS, the Oroville-Quincy Highway has been a transportation route
joining the counties of Butte and Plumas for more than one hundred years; and
WHBItBAS, said Oroville-Quincy Highway has been in a state of
disrepair and neglect fox many years, causing untold hardship to persons and
vehicles alike; and
WHEREAS, the reconstruction of this highway was only economically
feasible to Butte County and Plumas County by use of Federal Forest Highway
funds and an agreement by the counties to accept maintenance and
jurisdictional responsibilities for the highway when reconstructed; and
ifHEREAS, after years of disagreement, both counties have naw
accepted responsibility for the Oroville-Quincy Highway, thereby allowing for
its reconstruction; and
WHEREAS, said agreements were in a large part made possible by Mr.
Dewey itiscioai of the United States Forest Service through his untiring
efforts to provide iaformatioa~and assistance to both counties, thereby
reaoving long existing c~flicts and differences between the counties.
1tOW, THEREFORE, BE IT RESOLVED that the Butte County Board of
Supervisors does herewith extend to Dewey Riscioni ouX most sincere
appreciation for his efforts and foresight that will immeasurably benefit
hundreds of Hutte County citizens, Bucks Lake businesses and property owners,
Plumas County residents and untold numbers of other Califarnians.
