Home My WebLink About88-039i No. 88-039 WHEREAS, the State of California has enacted mandatory reporting laws which require a variety of medical and non-medical professionals to report suspected cases of elder and dependent adult abuse to the county-. Departments of Social Services; and WHEREAS, the resultant increases in reported cases of elder and dependent adult abuse have made it impossible for Butte County to appropriately investigate abuse reports and provide emergency protective services to ensure the safety of abused elders and dependent adults brought to the attention of the county; and WHEREAS, statewide elder and dependent adult abuse reports increased 45 percent between 1985-86 and 1986-87; and WHEREAS, the State of California has not provided any increase in funding for adult protective services programs to address increased abuse reports to county agencies and cost-of-living adjustments for adult protective services trail inflation by 24.7 percent; and WHEREAS, the lack of state funding for APS has forced counties to devote increasing amounts of county funds to protect elders and dependent adults who have been abused and put counties in a position of serious liability for failing to respond to abuse reports brought to their attention; and WHEREAS, SB 2545 has been introduced by Senator Herschel Rosenthal to establish and fund critically needed 24-hour emergency response services to be delivered by county Departments of Social Services to protect elder and dependent adult victims of abuse. NOW, THEREFORE, BE IT RESOLVED that the County of Butte strongly endorses and supports SB 2545 (Rosenthal). RESOLUTION SUPPORTING SB 2545 (ROSENTHAL) -2- BE IT FURTHER RESOLVED that the Clerk of the Board of Supervisors transmit copies of this resolution to the Governor of the State of Galifornia, Senator Jim Nielsen, Assemblymember Stan Statham, Assemblymember Chris Chandler, Senate Health and Human Services Committee, Senate Appropriation Committee, the Secretary of the Health and Welfare Agency, the State Director of Social Services and the State Director of Finance.
