RESOLUTION OF THE COUNTY OF BUTTE REGARDING OFFICE OF
CRIMINAL JUSTICE PLANNING YOUTH LINKS: DELINQUENCY PREVENTION
AND DIVERSION PROGRAM
-- WHEREAS, the County of Butte desires to undertake a certain
project designated Youth Links: A Delinquency Prevention and
Diversion Program to be funded from funds made available through
the Office of Criminal Justice Planning's (hereafter referred to as
OCJP) Juv~n.le Justice and Delinquency Prevention grant funds.
NOW, THEREFORE, BE IT RESOLVED that Leroy Wood, Sheriff
of the County of Butte, is authorized, on its behalf to submit the
attached application for funds for delinquency prevention purposes
to OCJP and is auth:os~ized to execute on behalf of the Butte County
Sheriff's office the attached Grant Award for delinquency prevention
purposes including any extensions or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to provide
all matching funds required for the project (including any amend-
ments) under the Youth Links: A Delinquency Prevention and Diversion
Program and the rules and regulations of OCJP and that funds will
be appropriated as required thereby.
BE IT FURTHER RESOLVED that grant funds received hereunder
shall not be used to supplant expenditures controlled by this body.

9. PROGRAM DESCRIPTION: Youth Links will continue to function as a
component o the Butte County delinquency prevention and diversio
services. In this capacity, the program will offer assessment,
counseling,~referral, and placement of at~risk youth and first
time .offenders. With interagency coordination of efforts, any
existing gaps in services for youth will be minimized.. Education
programs and materials will be offered to schools, community
groups, law enforcement agencies, .and parents with subject matter
covering youth and related juvenile laws.
10. PROBLEM STATEMENT: Approximately one-half of the 996 cases
processed by the Butte County juvenile justice system do not
~ °s n receive direct client services to either the youth or to their
`~ families, These cases are predominately 601(status) offenses
~~ o o and minor 602(delinquency} offenses. It is guesstimated 90% of
~ all referrals reflect family pro'~lems rather than delinquent
youth. With edcuation and family intervention programs these
youth can be diverted from the juvenile justice system.

11. 083ECTIVES: T ere are our objectives: a a coordinated
effort between Butte County law enforcement agencies, Probation,
land Youth Links in the identification and reduction of youth
at-risk of future penetration of the juvenile justice system,
(b) reduce the motivation of youth to engage in delinquent
behavior(601/602) by increasing their understnding of social
performance, conformance expectatins', and consquences of law
violations, (c} Increase services to families of at-risk status
offenders and minor delinquent juveniles, (d) increase inter-agen y
cooperation and cover apparent gaps in service delivery.

12, This delinquency prevention program will focus on
youth exhibiting delinquent and pre-delinquent behavior with emphasi
placed on serviceing unadjudicated at-risk 602 s and/or juveniles
at-risk of being referred to juvenile court under Section 601 Welfar
and Institutions Code. Service activities will. include short-term
counseling, follow-up referral and case management for youth referre
to the program. Temporary placement in foster homes will be provide
when the situation warrants. The project will cooperate in the use
of a 24-hour crisis hotline and will coordinate delinquency
preventionand diversion efforts with existing programs.
13, ~yA1.T1ATT[lN: All cases will become part of the Federal YIF system,
a centralized casework/statistical system tied to runaway projects.
By establishing a caseflow chart for each youth served it will be
possible to estimate the proportion of youths at-risk covered prior
to the project as well as after the projects inception. Evaluation
will be in-house and will include the use of monthly demographic and
service delivery evaluation data as well as OCJP quarterly progress
reports.
