IN THE MATTER OF THE DENTAL ELEMENT OF GENERAL ASSISTANCE
STANDARDS OF AID AND CARE (WELFARE & INSTITUTIONS CODE 17001)
As this Board is aware that it has not recently reviewed the
Dental Element of General Assistance Standards of aid and care,
the fact that the State of California's review of its Counties
Medical Services Program (CMSP~ earlier this year did not result
in any increase in benefits provided in said program as to dental
benefits, and the fact that the Board is just completing, at this
time, a review of other elements of General Assistance, this
Board resolves to review the Dental Element of General Assistance
Standards of aid and care and determine such level of the Dental
Element of General Assistance support as may be appropriate based
upon the facts demonstrated by such review.
This Board's review of the Dental Element of the General
Assistance Standards of the aid and care under Welfare and
Institutions Code 17001 shall be conducted as follows:
1. The County Health Officer in conjunction with the
County Welfare director is directed to conduct appropriate
studies and provide and Board of Supervisors with his
written recommendations respecting the Dental Element of
the General Assistance Standards of aid and care, including
the levels of financial support to be provided and the
factual basis for .his recommendations, and the manner with
which such aid should be provided not later than December
20, 1988.
2. The studies and recommendations shall be consistent
with that required by law for compliance by the Board of
Supervisors with its obligations under Section 17001 of the
Welfare and Institutions Code of the State `of California
and shall include study and recommendations with respect to
Dental care.
3. All other interested persons are invited to submit
their written recommendations respecting the Dental Element
of the General Assistance Standards of aid and care,
including the levels of financial support to be provided
and the methods of providing such aid and the factual basis
for such recommendations to the Board of Supervisors by
delivering such recommendations and supporting facts to the
County Administrator, 25 County Center Drive, Oroville,
California, not later than December 20, 1988.
4. The Board shall hold a public hearing on the subject
of the Dental Element of the General Assistance Standards
of aid and care on January 10, 1989, at 11:00 a.m, in the
Board of Supervisors Chambers of the Butte County
Administration Building, 25 County Center Drive, Oroville,
California, and thereafter on or before January 24, 1989,
this Board shall take such action respecting the Dental
Element of the General Assistance Standards of aid and care
as appears appropriate, including determination of levels
of financial support to be provided and the method of
providing the same.
PASSED AND ADOPTED by the Butte County Board of Supervisors
this 15th day of November, 1988, by the following vote:
AYES: Supervisors Dolan, Fulton and Chairman McInturf

ABSENT: Supervisors McLaughlin and Vercruse
