JUINT RESOLUTION OF THE
BUTTE COUNTY BOARD OF SUPERVISORS
AND
THE BUTTE COUNTY PRIVATE INDUSTRY COUNCIL, INC
WHEREAS, the recent enactment of the Omnibus Trade and
Competitiveness Act (OTCA) of 198$ amends Title III of the Job
Training Partnership Act (JTPA);
WHEREAS, that admendment establishes a new system of
Substate Delivery Areas and Substate Grantees for delivery of
JTPA Title III services to dislocated workers as defined under
the act;
WHEREAS, there cL.rrentiy exists throughout the State of
California fifty-one local Service Delivery Areas charged with
serving JTPA-eligible persons;
WHEREAS, the Public/Private Partnerships established under
JTPA between local Private Industry Councils and Chief Elected
Officials have a proven record of effective delivery of JTPA
services within the established JTPA service delivery system;
WHEREAS the Governor must react promptly to designate
Substate Service Delivery Areas with the statutory limits of
OTCA;
WHEREAS, the Governor must also designate Substate Grantees
"in accordance with an agreement among the Governor, the local
elected officials and :the private industry councils of such
area";
NOW, THEREFORE, be it resolved that the Butte County Board
of Supervisors and tie Butte County Private Industry Council
jointly recommends that the Governor automatically designate the
existing fifty-one California Service Delivery Areas as Substate
Delivery Areas under JTPA Title III as amended by OTCA, to
insure a smooth transition of services to California's displaced
workers; and
BE IT FURTHER ]tESOLVED, The Butte County Board of
Supervisors and the Butte County Private Industry Council
jointly petition the Governor to designate the Butte County
Private Industry Council as the local Substate G=rantee in the
Butte Substate Delivery Area.
Duly adopted by the Board of Supervisors of the County of Butte,
State of California, this 22nd daY of November ,1988 by
