No. s9-os9 BUTTE COUNTY BOARD OF SUPERVTSORS RESOLUTION EXPRESSING CONCERN ABOUT MISP CUTS PROPOSED TN THE STATE BUDCsET WHEREAS, the Governor's 1989-90 State budget proposes severe cuts in health care funds, specifically the reduction of $359 million from the Medically Tndigent Services Program (MISP), to the counties; and WHEREAS, public and private hospitals are finding it increasingly difficult to provide health care to indigent and uninsured (unsponsored) persons; and WHEREAS, counties, whether they contract for indigent health care services or operate county hospitals, provide nearly 70 percent of the total amount of uncompensated care in California; and WHEREAS, the original MISP program was established as a result of the State passing to the counties the responsibility for the medically indigent adult, formerly a component of the State Medi-Cal program; and WHEREAS, the MISP transfer was accomplished over county objections with approximately 70 percent of the funding that the State had been spending in the same area and since then there has been a gradual erosion of the program costs, virtually no cost-nf- living adjustments, and disregard for the rising costs of provision of medical care for the indigent; and WHEREAS, caunties have attempted to respond to increasing health care access barriers by absorbing an increasing share of the unsponsored into their facilities yet, capacity limits and ever tighter resource limits are exhausting counties' ability to fill the increasing access needs of the unsponsored population; and WHEREAS, any reduction in the Medically Tndigent Services Program will mean reductions in critical local services and an acceleration of the fiscal crisis facing counties. NOW, THE22EFORE, BE IT RESOLVED that the Board of Supervisors opposes any reduction in State General Fund dollars from the Medically Indigent Services Program; and BE IT FURTHER RESOLVER that the Board of Supervisors authorizes the Chair of the Board to sign this Resolution nn their behalf.
