BUTTE COUNTY BOARD OF SUPERVISORS RESOLUTION
EXPRESSING CONCERN ABOUT IHSS CUTS PROPOSEb
IN THE STATE BUDGET
WHEREAS, the Board of Supervisors recognizes the
importance of In-Home Supportive Services in keeping many blind,
aged and disabled persons safely in their own homes rather than in
institutions; and
WHEREAS, the primary services available through the In-
Home Supportive Services program are domestic and related services;
nonmedical personal services such as bathing and dressing, and
essential transportation; protective supervision, such as observing
the, recipient's behavior to safeguard against injury; and
paramedical services, which are performed under the direction of
a licensed health care professional and are necessary to maintain
the recipient's health; and
WHEREAS, the In-Home Supportive Services caseloads
continue to grow at an average of ten percent a year; and
WHEREAS, the FY 1989-90 Governor's Budget proposes to
reduce the In-Home Supportive Services Program by 563.9 million,
consisting of two parts: {1} a reduction of S31 million due to a
limit on provider payments at the minimum wage rate and { 2 } a
reduction of S33 million due to a proposed cap on each county's
average hours of services per case; and
WHEREAS, the In--Home Supportive Services Program is a
State/Federal mandated program with open-ended eligibility; and
WHEREAS, the factors that influence the growth in the In-
Home Supportive Services Program are beyond the control of the
counties; and
WHEREAS, these growth factors include: (1) the
increasing frailty of recipients, (2) advances in medical
technology that allow more severely disabled persons to remain at
home; (3) the limited supply of nursing facility beds in the
state, and/ar (4) government policies and programs that have
channeled more severely disabled individuals into the In-Home
Supportive Services program; and
WHEREAS, staff to administer the In-Name Supportive
Services Program and the Adult Protective Services Program are
dependent on the County Services Block Grant; and
WHEREAS, these proposed reductions in the In-Home
Supportive Services Program will increase the institutionalization
of frail persons.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors opposes any reductions in the In--Home Supportive
Services Program and urges the Governor and the Legislature to
provide a cost-of-living increase for the County Services Block
Grant.
BE IT FURTHER RESOLVED that the Board of Supervisors
wishes to express its concern over any State Budget reductions
which adversely impact the blind, aged and disabled and authorizes
the Chair of the Board to sign this Resolution on their behalf.
