HomeMy WebLinkAbout89-143 RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF BUTTE R$QUIRTNG THS HOOECUP OF EXISTING RESIDENCES AND BUSINESS IN RICHARDSON SPRINGS TO A PUBLIC WASTEWATER SXSTBM WHEN IT IS AVAILABLE WHEREAS, severe problems currently exist with the sewage treatment system in the Butte County community of Richardson Springs; and WHEREAS, documentation exists that said sewage treatment system has caused effluent to be discharged into Mud Creek during prohibited months; and WHEREAS, the beneficial uses of Mud Creek are agricultural supply; recreation, aesthetic enjoyment; ground water recharge, fresh water replenishment; and preservation and enhancement of fish, wildlife and other aquatic resources; and WHEREAS, the California Regional Water Quality Control Board, Central Valley Region, has set the tentative date of May 1, 1990 for the complete cessation of discharge of effluent into Mud Creek; and WHEREAS, there has been demonstrated contamination from the sewage system as defined in Section 13050 of the Water Code; and WHEREAS, the Board of Supervisors of Butte County is concerned that current conditions in the community of Richardson Springs are threatening water quality and public health; and WHEREAS, the Butte County Board of Supervisors strongly urge that the Regional Water Quality Control Board recommend placement of said community on the fiscal year 1989 Priority List as a priority Class A project for the receipt of a Small Community Grant or Loan contingent upon a Resolution of the Board of Supervisors requiring hookup to a public wastewater system when available and acceptance of said resolution by the Regional Water Quality Control Board. NOW, THEREFORE, BE IT RESOLVED that the Aoard of Supervisors of Butte County declares that an environmental health hazard does exist in the community of Richardson Springs and requires that all existing businesses and residences in said community immediately hook up to a public wastewater system as soon as such is available, and that no new septic tank construction be initiated in said community, unless specifically authorized by the Regional Water Quality Control Board.
