RESOLIITION IN SIIPPORT OF
COIINTY FUNDING RELIEF PROGRAM OF ].990
WHEREAS, America was founded upon the idea of self
governance for which our founding fathers fought hard to ensure
each citizen the right to participate in their government; and
WHEREAS, Proposition 13 began a taxpayer revolution
setting limits on the amount of property tax which can be assessed
by a county while the State is allowed and does continue to mandate
additional programs which counties are required to implement and
fund; and
WHEREAS, counties in California are now being forced to
decimate fundamental and basic services such as sheriff protection,
libraries, and fire protection until there is nothing left to cut;
and,
WHEREAS, Assemblyman Chris Chandler has introduced his
1990 County Funding Relief Package addressing issues such as
unfunded state mandates, county-funded AFDC payments, sales tax
revenues, and reallocation of property tax revenues under
Proposition 13; and
WHEREAS, counties are in dire need of help if they are
to survive as a viable means of local decision-making with the
fiscal means to carry out their responsibility;
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of the County of Butte hereby supports Assemblyman
Chris Chandler's 1990 County Funding Relief Package consisting of
seven (7) proposals curbing the financial burden counties are
bearing.

PASSED AND ADOPTED this 27th day of March, 1990 by the
following vote:
AYES: Supervisors Dolan, Fulton, Mclnturf and Chairman McLaughlin
NOES : None
ABSENT: Supervisor Vercruse
NOT VOTING: None
