RESOLUTION APPROVIl~iG AN APPLICATION FOR FUNDING
FROM THE GENERAL ALLOCATTON OF THE STATE
CO?Il~liJNITY DEVIIAPMENT BLOCK GRANT PROGRAM
WHEREAS, the Butte County Board of Supervisors has instructed staff to
prepare a Community Development Block Grant Application to be submitted to the
State of California, Department of Housing and Community Development authorized by
the Housing and Community Development Act of 1974 as amended in 1981; and
WHEREAS, a public meeting was held on March 26, 1990 to inform target area
residents and property owners and other interested persons of the scope of the CDBG
Program and to seek input from the public regarding other potential activities; and
WHEREAS, the notice for a public hearing was duly published in accordance
with state regulations and said public hearing was held on April 24, 1990; and
WHEREAS, the Board of Supervisors has reviewed the citizen participation
plan for compliance with federal statute and has determined that this plan was fol-
lowed for the development of this application; and
WHEREAS, the Board of Supervisors of the County of Butte has considered
all housing, public Facility, economic development, and community facilities or
services needs., and ranks a housing rehabilitation program as most serious at the
present time.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County
of Butte that the County Public Works Director is hereby authorized and empowered to
execute for the County of Butte all necessary application contracts, agreements, and
amendments thereto to implement and carry out the purpose specified for the Community
Development Block Grant application for the above noted Housing Rehabilitation Project,
including all understandings and assurances contained therein, with the Housing and
Community Development Department and designating William Cheff to act in all matters
in connection with the application.
BE IT F'iJRTHER RESOLVED that the Board of Supervisors approves the use of
the County`s housing condition survey data in the CDBG application and will incorporate
it in the County's Housing Element in the next regularly scheduled update.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Butte
approves for submission to the Housing and Community Development Department an
application for funds of $500,000 for the purpose of:
Housing Rehabilitation $431,820.00
General Administration $ 25,000.00
Street/Storm Drains $ 43,180.00
BE IT FURTHER RESOLVED, if the grant application is approved, the County of
Butte will provide the following contributions to the programs.
Source Dollar Amount
Program Income (Street and Drainage $40,000.00
Improvements)
Staff Time $ 4,000.00
BE IT FURTHER RESOLVED, if the grant application is approved, the County of
Butte will provide applicants with assistance to secure comparable resources which
may be available from other sources to complement the CDBG funds as follows:
Special Circumstances Crants $ 2,250.00
Farmers Home Administration (502/504) $10,000.00
Sweat Equity/Labor Leveraging $ 6,000.00
Weatherization $ 4,500.00
BE IT FURTHER RESOLVED, that the County of Butte certifies that it has
designed the housing rehabilitation program to minimize displacement.
PASSED AND ADOPTED by the Board of Supervisors, County of Butte, the
24th day of April, 1990, by the following vote:
AYES: Supervisors Dolan, Fulton, McInturf, Vercruse and Chairman McLaughlin
