HomeMy WebLinkAbout90-166a- .- ~_ _._~ ;:~ ;~ BQARD QF SUPERV[SORS ~; `'!' •'*~ CC?Uf~lTY C)F BI~TTE, STATE QF CALIFORl~IIA L• ~'~, i+ Resolufion No. g0-166 RESOLUTION AMENDING IMPROVEMENT STANDARDS FOR SUBDIVISIONS, PARCEL MAPS AND SITE IMPROVEMENTS PURSUANT TO CHAPTER 20 OF THE BUTTE COUNTY CODE AS ESTABLISHED BY RESOLUTION N0. 5 82-68 AND 84-183 WHEREAS-, Resolution No. 82-68 was passed and adopted by the Butte County Board of Supervisors on April 27, 1982, and Resolution No. 84-183 was adopted by the Butte County Board of Supervisors on November 27, 1984, pursuant to the provisions of Chapter 20 of the Butte County Code to establish standards for subdivisions and land divisions; and WHEREAS, the Board of Supervisors desires to amend certain standards contained therein. NOW, THEREEORE, BE IT RESOLVED by the Butte County Board of Supervisors that the Improvement Standards for Subdivisions, parcel maps and site improvements be amended to read as follows: 1. Section 3Olis amended to read as follows: 3.QI Complete plans and specifications for all proposed streets, drainage facilities, sewerage, street lighting, water disbribution systems, industrial developments, subdivisions, and site improvements, including any necessary dedications and easements shall be submitted to the Department of Public Works for approval and this approval must be substantiated by the signature of the Director prior to the beginning of construction of any such improvements. The Director o.r.his representative shall order the Contractor to cease work on any project if said Contractor does not have properly approved plans in his possession. An encroachment permit, issued by the Department of Public Works, must be obtained by the Contractor prior to performing any work within the County right-of-way, easements, or drainage facilities. The Contractor shall be bonded as required and meet the requirements of the County Code. All plans and specifications for improve- ments which are to be accepted for maintenance by the County shall be prepared by a Consulting Engineer of the appropriate branch of engineering covering the work submitted. 2. Sections 9.01-3, 9.01-4, 9.01-5, 9.01-7, 9.01-11 and 9.01-12 are amended to read as follows: 9.01-3 RS-3 Rural Valley Subdivision Roads - Non-urban development outside of mountain recreation line designated on Appendix I. RS-3A Valley Subdivision Roads - Major through arterials and collectors. RS-3B Valley Subdivision Roads - Major collectors. RS-3C Valley Subdivision Roads -Minor collectors. 9.01-4 RS-4 Rural Mountain Subdivision Roads - Non-urban development northerly of mountain recreation line designated in Appendix I. RS-4A Rural Mountain Subdivision Roads - Major arterials and collectors. RS-4B Rural Mountain Subdivision Roads - Major collectors. RS-4C Rural Mountain Subdivision Roads - Minor collectors. 9.01-5 RS-5A Rural Mountain One-Way Loop Roads - Non-urban subdivision development northerly of mountain recreation line designated on Appendix I. RS-5B One-Way Split Level Roads - Non-urban subdivision development northerly of recreation line designated on Appendix T. 9.01-7 RS-7 Mountain Recreational Subdivision Private Road Improvement. 3. Sections 9.03-9, 9.03-9.01, 9.03-9.02, 9.03-9.03 are amended to read as follows: 9.03-9.01 Minimum allowable thickness of roadbed section shall be as follows: 9.03-9.01 2" asphalt concrete and 6" aggregate base for minor roads. 9.03-9.02 2" asphalt concrete and 8" aggregate base for local access roads. 9.03-9.03 2" asphalt concrete and 8" aggregate base for major roads. A thicker section may be required i£ "R" values and traffic data demonstrate the need. All paved roads shall receive a prime coat of SC-250 and be fog sealed. 4. Sections 9.07-1 and 9.07-2 are amended to read as follows: 9.07-1 Signing and Barricades: Street names - A11 roads and streets within an improvement shall be named by the owner or subdivider subject to approval of the Director. -2- No duplication of names already in use or previously proposed will be permitted. Sound-alike names or names with more than 13 characters are not acceptable. Street name signs shall be furnished and erected by the County, after payment of appropriate fees. Street name signs shall conform to requirements of these Standards. Street names and street name sign locations shall appear on plans submitted for approval. 9.07-2 Permanent Barricades - Where improvement only covers a portion of the ultimate improvement and where an improved street is proposed to be extended in the future, the improvements shall include a permanent-type barricade at the end of such a street to extend completely across the right of way to serve as a warning to the public. The barricade shall be constructed, erected, painted, and signed in accordance with the Standard Specifications, Standard Drawing No. 5-30. When necessary, barricades may be lengthened by making the 2" x 8" plank continuous with splicing at the posts. Gates may be required where streets stub into public park areas or ingress and egress must be provided. 5. Section 10.05-4.02C is amended to read as follows: 10.05-4.02C The 'n' values to be used in Mannings' Formula shall conform to the following: Precast Concrete Pipe 0.013 Concrete Cast-in-place 0.013 Vitrified Clay Pipe 0.011 Asbestos Cement 0.011 Corrugated Metal Pipe (C.M.P.) 0.025 Plain Unlined Corrugated Metal Pipe (C.M.P.) 0.025 3" x 1" corrugation Multi-Plate Arch Pipe 0.031 Ribbed Metal Pipe 0.013 Open Channel Fully Lined 0.015 (air blown mortar) Earth Channel 0.030 Grass 0.035 Riprap and Grouted Riprap 0.040 Open Channel with Lined Bottom, 0.020 Clean Sides 6. Section 10.05-5.01 is amended to read as follows: 10.05-5.01 Closed conduits shall be of either cast-in-place concrete pipe, precast reinforced concrete pipe, non-reinforced concrete pipe, asbestos cement pipe, or vitrified clay pipe, -3- or ribbed aluminum pipe as defined in the Standard Specifications. The specific type of pipe or alternate pipes to be used in the development shall be shown on the plans. Any type the developer proposes to use not shown on the approved plans shall be submitted to the Director for approval. 7. Section 10.06-7.01 is amended to read as follows: 10.06-7.01 Pipe used as a conductor pipe under a highway or railroad shall be either welded steel, corrugated metal, ribbed metal or reinforced concrete, The Director may specify which type shall be used in any instance. The protective lining and coating, if any, shall be as shown on the plans or specified in the Special Provisions. 8. Section 10.08-1 is amended to read as follows: 10.08-1 Cross culverts may be of reinforced concrete culvert pipe or corrugated metal pipe meeting the requirements of the Standard Specifications. 9. Section 10.10-4 is amended to read as follows: 10.10-4 Use rational formula, Q=CIA, to determine inflow into trench(es). Values for C and I, to be determined from standards D-1, D-2, D-3, and D-5 as shown in the IMPROVEMENT STANDARDS FOR SUBDIVISIONS, PARCEL MAP AND SITE IMPROVEMENTS PURSUANT TO CHAPTER 20 OF THE BUTTE COUNTY CODE. 10. Standards RS-3, RS-4, and 5-32 are repealed in their entirety and Standards RS-3, RS-4, and 5-32 as shown on Exhibit A attached hereto are hereby adopted. 11. Portland Cement Concrete Private Driveway Detail, Asphalt Dike Section, and Private Driveway Detail, Asphalt Dike Section, shown as Exhibit S attached hereto, are hereby adopted. 12. Standard D-2 is repealed in its entirety and Butte County Standard D-2, as shown on Exhibit C attached hereto is hereby adopted. 13. Standards S-5 and S-6 are repealed in their entirety and Butte County Standards S-5 and S-6 as shown on Exhibit D, attached hereto, are hereby adopted. 14. Appendix IX, Section V is amended to read as follows: See Section II, A, Exempt Conditions.
