RESOLUTION IDENTIFYING BUTTE COUNTY~B
MENTAL HEALTH DEPARTMENT ALCOHOL AND DRUG SERVICES
AS LEAD AGENCY r REGIONAL GRANT APPLICATION
PERINATAL SUBSTANCE ABUSE PILOT PROJECT
WHEREAS, it is believed that as many as 80,000 births
annually within California involve prenatal alcohol and drug
exposure; and
WHEREAS, drug and alcohol use by women, especially by
women of child bearing age is increasing rapidly, and
WHEREAS, the current capacity of alcohol and drug
treatment programs is inadequate, and
WHEREAS, the number of infants born exposed to alcohol
and drugs far exceeds our local communities' ability to serve them,
and
WHEREAS, the service providers throughout the Counties
in Far Northern California area {specifically Butte, Glenn, Tehama,
Shasta and Siskiyou) have been collaborating on an integrated
service delivery systemic response to the problems associated with
substance exposed ;infants; and
WHEREAS, the State Department of Alcohol and Drug
Programs has issued a Request for Proposals to provide resources
to implement a rural, regional response to this problem,
THEREFORE, BE IT RESOLVED that Sutte County Mental Health
Services' Alcohol and Drug Services Division, Butte County
Department of Public Health Services, and Butte County Welfare
Department agree to participate in a regional response to this
request for proposals, and
BE IT FURTHER RESOLVED, the Butte County Alcohol and Drug
Services is identified as the lead agency for this proposal
project.

Supervisors this 18th day of December, 1990 by the following vote:
