'' ; . ~ COU(VTY_ OF_ BUT-C E, STATE O~ CA LIFOR!tilA . y~. _., ~ 4ri~ ~2esolufion No.91-70 ESOLUTION REPEALING AND AMENDING THE MERIT SYSTEM AND PERSONNEL RULES RELATING TO THE PERSONNEL APPEALS COMMISSION WHEREAS THE COUNTY OF BUTTE has entered into Memorandums of Understanding with employee organizations who represent employees in each bargaining unit to have grievances and discipline appeals to be decided by arbitration, WHEREAS, the Personnel Appeals Commission is no longer needed to hear such matters, WHEREAS, the Board of Supervisors finds it to be in the interest of the County to do away with the Commission, WHEREAS, the Butte County Code Sections 2-35, 2--36, and 2-37 dealing with the PERSONNEL APPEALS COMMISSION are repealed, NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of the County of Butte that Resolution No. 76-136 A be repealed as follows: 2.15 CLERK OF THE COMMISSION (Deleted) 2.15 COMMISSION (Deleted) 8 GRIEVANCE PROCEDURE (Deleted) 9 PERSONNEL APPEALS COMMISSION (Deleted) AND NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of the County of Butte that Resolution No. 76-136 be amended as follows: 2 DEFINITIONS 2_4 APPEAL A written statement by the person affected which declares a personal belief that they do not agree with the results of a selection process or that an action of discrimination has occured. 4 AFFIRMATIVE ACTION PROGRAM 4_3 PLAN e. Discrimination Complaint Any person filing a discrimination complaint against a County department shall request a confidential, informal meeting with the Civil Rights Compliance Officer within ten (10) days from the occurence or the person's knowledge of the occurence which gives rise to the discrimination complaint. The Civil Rights Compliance Officer or a designated representative shall meet with the person within five (5) days after their request and discuss the complaint in an effort to clarify the issue, to investigate the complaint, and to work towards settlement of the complaint. The Civil Riqhts Compliance Officer shall verbally present a decision to the person bringing the discrimination complaint within five (5) days of the time of the informal discussion.
