RESOLUTION ADOPTING THE CAPITAL IMPROVEMENT PROGRAM FOR THE NORTH OROV11.i,F,/THERMALITO TRAFFIC BENEFIT AREA WHEREAS, In 1983 the Butte County Board of Supervisors adopted an Environmental Impact Report (EIR) on the Oroville Area Land Use Plan which identified the plan as having a significant impact on the transportation system of the Oroville Area; and WHEREAS, The 1983 Oroville Area Land Use Plan EIR recommended a traffic study be conducted prior to substantial growth occurring in order to balance the new land use scenario allowed by the Oroville Area Land Use Plan with transportation infrastructure investment to ensure the transportation system would continue to move traffic at a reasonable level of service; and WHEREAS, The Board of Supervisors commissioned OMNI-MEANS Ltd. to coordinate the City of Oroville's and County of Butte's transportation planning efforts and undertake a study to determine the transportation facilities needed to support development of the area in accordance with the Oroville Area Land Use Plan; and WHEREAS, OMNI-MEANS Ltd. developed a computer-based travel demand forecasting model to project future traffic volumes on the circulation system in order to test the benefits/impacts of alternative land use or street system configurations possible under the County General Plan; and WHEREAS, OMNI-MEANS Ltd, developed a transportation improvement program based on traffic projections derived from application of the travel demand model utilizing future land uses allowed under the Oroville Area Land Use Plan which will achieve a level of service threshold of "C" for the transportation network; and WHEREAS, The Butte County Planning Commission has reviewed the proposed transportation improvement program in accordance with Government Code Section- 65401, and found the proposed intersection and roadway improvement projects to be consistent with the Butte County General Plan; and WHEREAS, The Board of Supervisors has conducted a duly noticed public hearing in accordance with the Government Code Section 65090 and has considered public testimony presented in making a decision on the proposed capital improvement program for North Oroville/Thermalito Traffic Benefit Area; and NOW THEREFORE, BE IT RESOLVED, The Capital Improvement Program for the North Oroville/Thermalito Traffic Benefit Area is hereby adopted as constituted in Exhibit "A" attached herewith. Exhibit "A" THE CAPITAL IMPROVEMENT PROGRAM FOR THE NORTH OROVILLE/THERMALITO TRAFFIC BENEFIT AREA Roadway Widenings/Capacity Increasing Projects * Nelson Avenue between 12th Street and 6th Street widen to 3 lanes: ane travel lanes in each direction and one continues left hand turn lane. Cost: $113,000. * Nelson Avenue between 6th Street and 4th Street widen to 3 lanes: one travel lanes in each direction and one continues left hand turn lane. Cost: $35,000. * Nelson Avenue between 4th Street and 3rd Street widen to 4 lanes: two travel lanes in each direction. Cost: $31,000. * Grand Avenue between 3rd Street and 12th Street widen to 3 lanes: one travel lane in each direction and one continues left hand turn lane. Cost: $654,000. * Grand Avenue between 12th Street and Chuck Yeager Extension widen to 3 lanes: one travel lane in each direction and ane continues left hand turn lane. Cost: $182,000. * Oroville Darn Boulevard from State Route 70 to Wilbur Road widen to 4 lanes: two travel lanes in each direction. Cost: $1,075,000. * Chuck Yeager Drive Extension between Ora Dam Boulevard and Grand Avenue: 3 lanes wide with ane travel lane in each direction and one continues left hand turn lane. Cost: $318,181.. intersection Irnprovements * Signalization of Table Mountain Boulevard/Nelson Avenue-Cherokee Road in#ersection and the addition of a northbound left turn lane and eastbound right turn lane. * Change the southbound right turn lane at the Table Mountain/Grand Avenue intersection to a combination through-right turn lane. * Add an eastbound left turn lane and change the northbound right turn lane to a combination through and right turn lane at the Washington Avenue/Montgomery Street intersection, * Signalization of 6th Street/Nelson Avenue intersection and the addition of east and westbound through and left turn lanes. * Signalization of 4th Street/State Route 70 Southbound Off-Ramp/Nelson Avenue intersection and the construction of an eastbound and westbound left turn and through lanes. * Signalization of County Center Drive/Nelson Avenue intersection. * Signalization of 20th Street/Grand Avenue intersection and the construction of left turn and through lanes on both the eastbound and westbound approaches. * Signalization of 18th Street/Grand Avenue intersection and the construction of left turn and through lanes on both the eastbound and westbound approaches. * Add an eastbound and westbound through lanes and an eastbound left turn lane to the 16th Street/Grand Avenue intersection. * Signalization of 12th Street/Grand Avenue intersection and the construction of eastbound and westbound through lanes and left turn lanes. * Add an eastbound and westbound through lanes to the 6th Street/Grand Avenue intersection. * Signalization of 4th Street/State Route 70 Southbound On-Ramp/Grand Avenue and add eastbound and westbound through lanes and left turn lanes. * Signalization of 3rd Street/State Route 70 Northbound Off-Ramp/Grand Avenue and add a westbound through and right turn lane, eastbound left turn and through lanes, and a separate southbound right and left turn lanes. * Signalization of State Route 70 Southbound ramps/Montgomery Street intersection. * Add eastbound and westbound through lanes to the 18th Street/Oro Dam Boulevard intersection. * Signalization of 14th Street/Oro Dam Boulevard and add eastbound and westbound through lanes. * Add eastbound and westbound through lanes to the following intersections: 12th Street/Oro Dam Boulevard; 10th Stree#/Oro Dam Boulevard; Middlehoff Lane/Oro Dam Boulevard. * Signalization of Larkin Road/20th Street/ Oro Dam Boulevard intersection and add eastbound and westbound through lanes. Total costs of Intersection Improvements is estimated at $1,978,100.
