RESOLUTION ESTABLISHING THE SIITTE COUNTY HEALTH AND WELFARE
TRUST FUND AND HUiKAN SERVICES.COORDINATING COUNCIL
WHEREAS, AB 1288 (Chapter 89, Statutes of 1991), AB 1491
(Chapter 611, Statutes of 1991), and related legislation have
significantly altered fiscal and management relationships between
the State of California and its counties and within counties in the
areas of social services, mental health, and public health
programs; and
WHEREAS, Chapter 6 (commencing with Section 17600) of
Part 5 of Division 9 of the Welfare and Institutions Code
establishes a Local Revenue Fund and requires counties to establish
a local health and welfare trust fund to receive funds from the
Local Revenue Fund; and
WHEREAS, Section 17600 of the Welfare and Institutions
Code requires a mental health account, a social services account,
and a health account within the local health and welfare trust fund
and prescribes criteria for reallocating money among the three
accounts; and
WHEREAS, Section 5500.9(c) of the Welfare and
Institutions Code expressly encourages counties to develop
interagency programs and to blend services and funds for
individuals with multiple problems; and
WHEREAS, the Butte County Board of Supervisors finds it
in the public interest to formally establish a coordinating
structure to manage the interaction among social services, mental
health, and public health programs and funding;
NOW, THEREFORE, BE IT RESOLVED, that the Butte County
Board of Supervisors directs the Auditor-Controller to establish
and maintain the Butte County Health and Welfare Trust Fund
pursuant to Chapter 6 of Part 5 of Division 9 of the Welfare and
Institutions Code, said fund to be comprised of a Social Services
Account, a Mental Health Account, and a Health Account.
BE IT FURTHER RESOLVER, that the Butte County Human
Services Coordinating Council is established with two supporting
committees, the Eligibility Integration Committee and the Program
Integration Committee, with purposes, memberships, meetings, and
procedures as follow:
COORDINATING COUNCIL PURPOSE. The Butte County Human
Services Coordinating Council is established for the following
purposes:
1. To ensure that the Social Welfare, Mental Health,
and Public Health Departments and the Health and Welfare Trust Fund
are managed and administered in accordance with applicable law.
2. To consider and coordinate such actions as may be in
the public interest to improve interagency administration, equity,
efficiency, or effectiveness of social services, mental health, and
public health programs.
3. To coordinate interagency Social Welfare, Mental
Health, and Public Health programs and to blend such program
services and funds for individuals with multiple problems.
~. To identify appropriate reallocations of monies among
Health and Welfare Trust Fund accounts when it is in the public
interest to do so.
ELIGIBILITY INTEGRATION COMMITTEE PURPOSE. The
Eligibility Integration Committee of the Human Services
Coordinating Council is established for the following purposes:
1. Recommend to the Human Services Coordinating Council
procedures to ensure that individuals eligible for participation
in programs administered by more than one of the said departments
are offered the opportunity to benefit from all such programs.
2. Recommend to the Human Services Coordinating Council
a systematic approach for evaluating the success of multiple-

eligibility integration procedures, and report to the Council the
results of the efforts.
3. Accomplish such other eligibility-related activity
as may be directed by the Human Services Coordinating Council.
PROGRAM INTEGRATION COMMITTEE PURP08E. The Program
Integration Committee of the Human Services Coordinating Council
is established for the following purposes:
1. Recommend to the Human Services Coordinating Council
procedures to enhance the interaction or integration of programs
among the said departments to the benefit of individuals with
multiple problems.
2. Recommend to the Human Services Coordinating Council
a systematic approach for evaluating the success of program
interaction and integration procedures, and report to the Council
the results of the efforts.
3. Accomplish such other program-related activity as
may be directed by the Human Services Coordinating Council.
COORDINATING COUNCIL MEMBERSHIP. The membership of the
Human Services Coordinating Council shall consist of voting and
nonvoting members as follows:
1. Voting members are the Butte County Directors of
Social Welfare, Mental Health, and Public Health, or their duly
designated and fully empowered representatives.
2. Nonvoting members are the Butte County Chief
Administrative Officer (Chair) and Auditor-Controller, or their
duly designated representatives, and the Chairs of the Eligibility
Integration and Program Integration Committees.
ELIGIBILITY INTEGRATION COMMITTEE. The membership of
the Eligibility Integration Committee shall consist of voting
members appointed by the Directors of Social Services, Mental
Health, and Public Health. The committee shall be chaired by a
member appointed as such by the Human Services Coordinating
Council.

PROGRAM INTEGRATION COMMITTEE. The membership of the
Program Integration Committee shall consist of voting members
appointed by the Directors of Social Services, Mental Health, and
Public Health. The committee shall be chaired by a member
appointed as such by the Human Services Coordinating Council.
NlEETINGB. The Human Services Coordinating Council shall
regularly meet at least once each calendar quarter at a time and
place designated by the Chair in coordination with the voting
members. Special meetings may be called by the Chair, the Auditor-
Controller, or by any voting member. A quorum for a Council
meeting shall consist of all three voting members or their duly
designated and fully empowered representatives, and the Chair. Any
official action taken by the Council shall be by a majority of
voting members or their duly designated representatives.
PROCEDURES. The Human Services Coordinating 'Council is
empowered to promulgate operating procedures and bylaws to govern
its internal operations, the operations of the Eligibility
Integration and Program Integration Committees, and such other
committees or subcommittees it might establish to attain the
purposes of this resolution. Any operating procedures or bylaws
promulgated by the Council shall not conflict with the following
Board of Supervisors policy guidance:
1. The Chief Administrative Officer shall provide
administrative support for Council meetings and actions but may
require members to provide documentary support.
2. The Auditar-Controller shall concur or nonconcur on
all funding-related Council actions.
3. All proposed Council actions which exceed the normal
executive authority of the voting members, individually or
severally, shall be submitted to the Chief Administrative officer
who shall consider the proposed action and make his own
recommendation thereon in writing to be placed on the Board of
Supervisors' agenda.

4. No funds shall be transferred among Health and
Welfare Trust Fund accounts without a recommendation and report
thereon by the Chief Administrative officer and approval of the
Board of Supervisors.
5. No interagency program action shall be implemented
without unanimous approval of the voting members of the Human
Services Coordinating Council unless approved by the Board of
Supervisors.
6. For any recommendation with less than unanimous
approval of the voting members of the Human Services Coordinating
Council, the dissenting voting member shall be afforded the
opportunity to attach a written dissent.
PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 19th day of NovemhPr ,
