ENbpRS1NG STATE TRAFFIC AMNESTY PROGRAM
WHEREAS., Vehicle Code Section 40511 provides for the
judicial officQr to fix an amount of bail, in accordance with
Penal Code Section 1'75, that shall be resonable and sufficient
for the appearance of the defendant; and in minor offense cases
in which the court permits a defendant to forfeit bail, the bail
in fact serves as a fine; and
WHEREASp there are numerous delinquent moving traffic
citations which gave been issued in Butte County but which far
one reason or another were not paid; and
WHEREAS, those citizens who have outstanding traffic
citations tend to continue to disregard the Saw; and
WHEREASp continual disregard of the law undermines the
integrity of the legal processes; and
WHEREAS: many citizens have expressed an interest in
clearing their records but find that the penalties have become
onerous and they are unable to pay both the penalties and
outstanding charges; and
WHEREAS, the full bail amount on all citations can be
satisfied during the amnesty program period in accordance with
Vehicle Gade Section 40511 and Penal Code Section 1575 by having
the defendant pay X100 for infractions and X500 for misdemeanors.

NOW, THEREFORE, BE YT RESOLVED that the Butte County
Board of Supervisors endorses the State's Amnesty Program for
traffic citations, as previously specified.
FURTHER, BE TT RESOLVED, that the Board of Supervisors
will take reasonable steps to assist the Municipal Courts in
publicizing the availability of this amnesty program so as to
maximize its effectiveness; and
BE IT FURTHER RESOLVED, that said amnesty program has
been designed to facilitate the clearing of delinquent Vehicle Code
violations and the collection of related revenue.

Supervisors this 28th day of January, 1992, by the following vote:
