HomeMy WebLinkAbout92-043RESOLUTION SUPPORTING DISTRIBUTION OF SALES TAX REVENUES BY POPULATION WHEREAS, municipal annexations and redevelopment activities have siphoned off sales tax revenue sources that could otherwise fund Butte County's share of state-mandated programs which are of countywide, interjurisdictional benefit, and WHEREAS, under the situs method of sales tax distribution Butte County receives less than 25 percent of the total sales tax revenues distributed to all county jurisdictions while the unincorporated county area comprises 54 percent of county population, and WHEREAS, county government, solely among county jurisdictions, is responsible for local funding support of such countywide and/or state-mandated programs as incarceration, probation, criminal and civil courts, criminal prosecution, enforcement of family support judgments, public defender, public health programs, mental health programs, drug and alcohol services, and social welfare programs including general assistance and child and adult protective services, and WHEREAS, the situs method of sales tax distribution does not equitably compensate the county for the amount of sales tax revenue attributable to unincorporated area residents, and WHEREAS, a distribution of sales taxes based on population would be equitably related to the amount of sales tax revenue attributable to unincorporated area residents and would be mare reasonably related to jurisdictional responsibilities for countywide and/ar state-mandated programs, NOW, THEREFORE BE ZT RESOLVED by the Board of Supervisors of Butte County that a population-based distribution of sales taxes would significantly mitigate the county's fiscal difficulties to the benefit of numerous countywide programs, and BE IT FURTHER RESOLVED that special consideration be given smaller cities under 5,000 population so that they are not damaged by this change of distribution, and BE IT FURTHER RESOLVED that the Board of Supervisors of Butte County request that legislation be introduced immediately in the state legislature to change the distribution of sales taxes from a situs basis to a er ca ita basis. -2- PASSED AND ADOPTED by the Butte County Board of Supervisors on the 21st day of Aprii, 1992 by the foiZowing vote: AYE 5: Supervisors McLaughlin, Fulton and Chair Doan NOES: Superivsor Houx ABSENT: Supervisor Mclnturf NOT VOTING: One JANE~DOLAI~, 'hair, Butte County Boar of Supervisors ATTEST: STARLYN BROWN, cting Chief Administrative Officer and C erk of t e Board of Supervisors 2
