OF ACTIVE RETIRED SENIORS (STARS)
CRIME PREVENTION PROGRAM
WHEREAS, the Board of Supervisors of the County of Butte
has determined that because the Butte County Sheriff's Department
requests for services from the citizens of Butte County has
steadily increased and the Sheriff's Department ability to
facilitate all of these requests, using Deputy Sheriffs as the
responders, is limited, the Board finds it in the public interest
to establish the Sheriff's Team of Active Retired Seniors (STARS)
Crime Prevention Program.
NOW, THEREFORE, 88 IT RESOLVED, the Butte County Board of
Supervisors establishes the Sheriff's Team of Active Retired
Seniors (STARS) Crime Prevention Program as follows:
Z. Purpose: The Sheriff's Team of Active Retired
Seniors (STARS}~ Crime Prevention Program is
established as follows:
The Sheriff's Department will enlist the services
of retired citizen volunteers to perform such tasks
as:
a. Residential and commercial security surveys.
b. Vacation house checks.
c. House checks on elderly and invalid persons.
d. Child safety programs in elementary schools.
e. Clerical assistance to bureaus within the
department.
f. Reporting unusual neighborhood occurrences.
g. Participate in the Neighborhood Watch Program.
2. Senior citizen volunteers will be trained by the
Sheriff's Department in a variety of non-peace
officer functions.

3. Whenever a situation requires the presence of a
peace officer, one will be called.
4. Volunteers participating in the citizen patrol
component of STARS will operate in pairs and will
be in radio contact with the Sheriff's
Communication Center.
5. Program participants will be issued a uniform and
proper identification and be insured through the
County's self-insurance program.
6. An active donation program will be initiated to
obtain funds, equipment and services from private
citizens, businesses, service clubs, etc. The
long--range goal is for the program to become self-
sufficient.
7. All donated funds will be deposited in a County
interest bearing trust fund. All payments will be
made from this fund. The fund will be managed by
the Sheriff.
8. The Board directs and authorizes the Auditor-
Controller to establish an interest bearing trust
fund far the STARS program.
9. Directs the Sheriff to periodically report to the
Board of supervisors on the progress and results of
the program.
