HomeMy WebLinkAbout92-152RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF~ BUTTE STATING FINDINGS THAT IT TS NOT APPROPRIATE FOR BUTTE COUNTY TO IMPLEMENT THE STATE OF CALIFORNIA MODEL WATER EFFICIENT LANDSCAPE ORDINANCE. WHEREAS, the County has consistently demonstrated a vital interest in effective water conservation and continuously endeavors to protect the long term availability of its surface and groundwater resources for use by County residents and the agriculture industry upon which the County economy is based and which is of statewide significance, and WHEREAS, the County recognizes the importance and value of any actions which will materially aid and assist in conserving and wisely using limited water resources, and is committed to putting such measures in effect in the County when appropriate, and WHEREAS, several characteristics of water use in Butte County will minimize the effectiveness of the state model ordinance in conserving water in the County; most industrial, commercial and multi-family residential development that would be subject to the model ordinance occurs within the incorporated cities of the County; most development in the unincorporated area of the County is from the - provisions of the State Water efficient landscape requirements; and WHEREAS, much of the County's limited rural development that could be subject to the model ordinance is served by individual we11s using small localized pockets of groundwater which are replenished annually and are separate from the groundwater resources of the Sacramento valley where water conservation is of greatest concern, and WHEREAS, in addition, many rural development projects incorporate minimal turf and instead use trees and shrubs natural to the site and which require little or no irrigation. NOW THEREFORE BE IT RESOLVED, that the Butte County Board of Supervisors makes the finding based on climatic, geologic, and topographic conditions and water availability that the Model Water Efficient Landscape Ordinance would not be a benefit to Butte County, its residents, or the State of California, and hereby exempts the County from such adoption. PASSED AND ADOPTED by the Butte County Board of Supervisors on this 15th day of December , 1992, by the following vote: AYES: Supervisors McTnturf. Houx, McLaughlin.
