ESTABLISHING A CASH PURCHASE ORDER PROCEDURE
WHEREAS, the Board of Supervisors of the County of Butte has
determined that for the efficient operation of the County
Purchasing Office, under the control of the Chief Administrative
Officer, a Petty Cash Revolving Fund is necessary; and
WHEREAS, California Government Code Section 29320 et. seq.
provide for the establishment of such funds in amounts to be
determined by the Board of Supervisors; and
WHEREAS, the Board of Supervisors for the County of Butte has,
by Resolution 89-112, previously established a Petty Cash Revolving
Fund in the amount of $1,000; and
WHEREAS, the County is desirous of establishing a Cash
Purchase Order Procedure to take advantage of savings offered by
wholesale merchandisers who will not accept a standard purchase
order or extend credit to the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
the County of Butte, State of California, as follows:
1. That there is determined to be a necessity far the
increase in the amount of the Petty Cash Revolving Fund from $1,000
to $S,OOa.
2. That this Fund is established in accordance with Sections
29320 et. seq. of the Government Code of the State of California,
and that certified copies of the resolution sha11 be transmitted to
the County Auditor and the County Treasurer.
3. That the Chief Administrative Officer is instructed
pursuant to Section 29323 of the Government Cade to amend by
endorsement the blanket fidelity band of the County to be
conditioned in addition to its other provisions, upon the faithful
administration of the revolving fund and upon the willingness and
ability of the principal far whom such fund has been established to
account for and pay over the fund upon demand of the Board of
Supervisors at any time.
4. The Auditor of the County of Butte is hereby authorized
and directed to draw a warrant in the sum of Four Thousand Dollars
($4,000) in favor of the Administrative Officer of the County of
Butte from the County General Fund, for deposit into the Petty Cash
Revolving Fund.
5. That the Chief Administrative Officer or his designee
will account for the Petty Cash Revolving Fund in accordance with
Government Code Section 29390 et. seq. and will periodically
request replenishment based on properly documented vouchers.
BE TT FURTHER RESOLVED, as follows:
3.. There is hereby established a cash purchase order
procedure, the purpose of which is to simplify the purchasing
process by reducing the response time in meeting user department
needs, reducing the internal paper processing to a minimum,
permitting access to vendors who are unwilling or unable to accept
the standard County of Butte purchase order, and permitting access
to discount warehouses with cash/check only policies in order to
take advantage of considerable savings.
2. The procedure is to use the existing Petty Cash Revolving
Fund which would be administered by the Purchasing Office.
3. The current procedure for the Fund is to limit the amount
o£ departmental petty cash purchases to $1.5. This procedure will
remain.
~. There will be a limited number of County employees
authorized to make larger cash purchases above the $15 level.
These purchases would be restricted to the General Services
Director, Procurement Administrator, Buyer, and Supervising
Storekeeper. Check signatory will also be limited to these same
persons.
PASSED AND ADOPTED this 9th day of February 1993 by the Butte
County Board of Supervisors by the fallowing vote:
