HomeMy WebLinkAbout93-045RESOLIITiON TO ESTABLISH THE ~eSO~ufiort AFRICANiZED HONEY BEE TASK FORCE WHEREAS, the Africanized Honey Bee (AHB) population is known to be expanding toward the County of Butte, and to be •a threat to local agriculture and public health; and WHEREAS, on April 13, 1993, the Board of Supervisors directed the formation of the Africanized Honey Bee Task Force to consist of representatives of the Chief Administrative Officer, Agricultural Commissioner, Director of Public Health, Director of U.S. Cooperative Extension Services, chair of the Butte County Agricultural Advisory Commission, a designated Butte County beekeeper and an appointed public member to develop recommendations for education of the public and for technical assistance to control the situation upon the arrival of the AHB. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares as follows: 1. An Africanized Honey Bee Task Force is hereby established. 2. The Advisory Committee shall provide technical and community input to assist the AHB Task Force in the development and review of recommendations far the public education and the imminent arrival of the Africanized honey bee. 3. Members of the Advisory Committee shall be nominated by the AHB Task Force for appointment by the Board of Supervisors. 4. The Advisory Committee may have members representing the following organizations or areas of expertise: California Department of Food and Agriculture University of California Cooperative Extension Poison Control Center Cities of Chico, Oroville, Gridley, Biggs, the Town of Paradise Chambers of Commerce Office of Emergency Services (OES) Department of Health Services Emergency Medical Care Committee Butte County superintendent of Schools City Parks and Recreation Departments and State RD CA Bee Breeders Association Butte County Farm Bureau California Women far Agriculture _2_ Fire Services (State, County, Cities) Environmental Groups Structural Pest Control operators Forestry Service U.S. Department of Agriculture USDA/APHIS Sheriff Pacific Gas & Electric Cal-Water Butte County Mosquito Abatement Districts California Department of Forestry Paradise and Oroville Irrigation Districts Pest Control Operator Members appointed to the AHB Task Force may designate an alternate for their position. 5. AHB Task Farce and Advisory Committee members shall serve without compensation. 5. The AHB Task Force shall function according to the following guidelines: a) The AHB Task Farce shall be chaired by the Agricultural Commissioner and other appropriate officers shall be selected to conduct its affairs; b) Three members of the AHB Task Force Committee present shall constitute a quorum; c) Meeting of the AHB Task Force shall be open to the public, pursuant to the Ralph M. Brown Act; d) The AHB Task Force shall investigate and make recommendations with proposed solutions for the necessary modification of emergency response procedures and equipment; e) The AHB Task Force shall review and make recommendations on proposed County Regulatory Ordinances regarding the response to the Africanized Honey Bee as appropriate; f ) The AHB Task Force shall provide the Board of Supervisors with recommendations, which shall include a recommendation for dissolution date of the Task Force. g) The AHB Task Force shall exist for a period of 2 years, or until the AHB Task Force recommendations are presented to the Board of Supervisors, whichever comes first. -3- PASSED AND ADOPTED by the Board of Supervisors of the County of Butte on this 13th day of April, 1993 by the following vote: AYES: Supervisors Meyer, Dolan, Thomas, and Chair Houx NOES : Supervisor McLaugh~.in ABSENT: None .~-. ~ f NOT VOTING: None , ' ; ~ ~~ ~~ ;! ,> i 1, MARY E ROUX, Chair, Bu to County ATTEST: JOHN S.
