RESOLUTION ESTABLISHING THE UPPER RIDGE
MUNICIPAL ADVISORY COUNCIL (URMAC)
WHEREAS, Government Code Section 31010 provides that the
Board of Supervisors may by resolution establish a municipal
advisory council for any unincorporated area in the County to
advise the Board on $uch matters which relate to that area and,
WHEREAS, it is desirable that a municipal advisory council be
establish for the unincorporated area known as the "Upper Ridge",
and more particularly described as including all the areas within
the boundaries of Butte County Precinct numbers 5812, 5814, 5842,
5850, 5851, 5860, 5861, 5862, 5863, 5864, 5865, 5$66, 5867, 5868
and 5569, and which areas are commonly known as Old Magalia,
Coutolenc, Paradise Pines, Paradise Bluffs, Firhaven area, Sierra
Del Ora, Nimshew, DeSabla, Toadtown, Lovelock, Stirling City and
Inskip.
NOW, THEREFORE, BE IT RESOLVED:
1. A municipal advisory council is hereby established and
designated the "Upper Ridge Municipal Advisory Council"
{hereinafter referred to as Council") for the unincorporated area
known as the "Upper Ridge", as more particularly described above

(hereinafter referred to as the "Council Area").
2. The duties of Council shall be to advise the Board of
Supervisors on matters within or relating to the Council Area,
concerning services which are or may be provided by the County,
including but not limited to, advice on matters of public health,
public safety, public welfare, public works, and planning.
3. The Council area shall consist of the following five sub-
areas:

4. The Council shall have five members nominated by the
District Five Supervisor and appointed by a majority vote of the
Board of Supervisors. The term of office for each initial member
shall be as follows: for even numbered sub-areas, through December
31, 1995; for odd numbered sub-areas, through December 31, 1994.
Thereafter, the term of office for each member shall be two (2)
years and until their successors are appointed and take office.
Even numbered seats shall be appointed at the first meeting of the
Board of Supervisors in January of even numbered years, or as soon
as practical thereafter, and odd numbered seats shall be appointed
at the first meeting of the Board of Supervisors in January of odd
numbered years, or as soon as practical thereafter. All Council

members shall take office at the next meeting of the Council
following their appointment by the Board of Supervisors.
5. Each Council member shall maintain registered voter status
within the sub-area he or she represents during his or her term of
office. Failure to do so disqualifies the member and the seat
shall be considered vacant.
6. The council is charged with developing any further needed
"bylaws" and submitting these for approval by a majority vote of
the Board of Supervisors.
7. The Council shall work with and through the District Five
Supervisor. The Council does not have any independent authority
and will not directly work with any other branch of Butte County
government. However, nothing in this section shall be construed to
deprive any individual council member of his/her rights to act as
an individual person.
8. The District Five Supervisor shall be an ex officio member
of the Council.
9. All members of the Council are appointed to serve at the
pleasure of the Board of Supervisors and can be removed at any
time by a majority vote of the Board of Supervisors.
10. The Council is bound by, and at all times shall follow
the provisions of the Ralph M. Brown Act.
11. There sha11 be no casts incurred to Butte County without
action of the Board of Supervisors. The Council is charged with
developing its own source of funding.
12. No election shall be required to establish the Council,

and it may commence its duties immediately upon the appointment of
its initial five members.
