WHEREAS, the Regional Forester's February 7.3, 7.993, Decision
Notice on the "California Spotted Owl" seriously impacts Butte
County's revenue stream by further reducing the annual harvest in
the Lassen and Plumas National Forests; and
WHEREAS, Butte County has joined Sierra, Plumas, Lassen and
Tulare Counties in administrative appeals respecting the Forest
Service's decisions; and
WHEREAS, the Sierra Alternative does not preclude the
administrative appeal process, preserving all options; and
WHEREAS, the Sierra Alternative is an economic strategy
proposed by Sierra County for optimizing timber production within
the parameters of the Stewart Decision Interim Guidelines and the
CASPO Report; and
WHEREAS, the real effect of the Stewart Decision is moot
because the funding available at the forest levels has reduced
timber volume output at least 50 percent below those levels
permissible under the Stewart Decision; and
WHEREAS, the Sierra Alternative proposes that the national
forests within the Sierran Province be authorized to retain at the
forest level the cast of sale processing and to retain the
RESOLUTION IN SUPPORT OF THE CONCEPT OF THE SIERRA
ALTERNATIVE FOR CONSTRUCTIVE MANAGEMENT OF THE
SPOTTED OWL TIMBER CRISIS
processing; and
WHEREAS, the Sierra Alternative would allow a significant
increase in the Lassen and Plumas National Forest timber production
volume thereby maintaining employment levels and benefitting the
economy; and
WHEREAS, the increased timber production under the Sierra
Alternative will stabilize timber receipt revenues that are
essential to the survival of Butte County's rural road system, as
well as the schools;
NOW, THEREFORE, BE TT RESOLVED, that the Board of Supervisors
of the County of Butte does hereby support the concept of the
Sierra Alternative for constructive management of the spotted owl
timber crisis.

this 25th day of May 1993 by the fallowing vote:
