HomeMy WebLinkAbout93-113~.esolution WHEREAS, the State of California budget for the 1993-1994 fiscal year contemplates the diversion of local property tax revenue from local public entities to the State of California for state purposes; and WHEREAS, said diversion contemplates a partial "back-filling" of such local revenues by extending for six months (from July 1, 1993 through December 31, 1993) the states's existing temporary 1/2 cent sales and use tax and acknowledges the possibility of the sales and use tax rate continuing at the same level thereafter upon passage of Senate Constitutional Amendment 1 at the special statewide election to be held on November 2, 1993; and WHEREAS, the state has created the Local Public Safety Fund and provided far revenues to be deposited therein from said 1/2 cent sales and use taxes, which revenues may only be appropriated for public safety services; and WHEREAS, the Board of Supervisors of the County of Butte has taken action to qualify for allocation of such revenues; and WHEREAS, said revenue diversion and back-filling are of concern to the Board of Supervisors and citizens of Butte County because the "back-filling" is incomplete and inadequate and because it is not known whether or not Senate Constitutional Amendment 1 will be approved by the voters; and WHEREAS, said diversion also creates concerns that additional local revenues and different types of local revenues may be diverted to state purposes in the future. 1 RESOLUTION URGING RETENTION OF LOCAL TAX AND ASSESSMENT REVENUES FOR LOCAL PURPOSES .. ~ ~1 NOW, THEREFORE, BE IT RESOLVED that the Legislature and Governor of the State of California be and are hereby urged to protect all presently existing local revenue sources, including all revenues derived from the extension or continuation of the 1/2 cent sales and use tax for local purposes and specifically far public safety services and to exclude all such revenue from calculations used by the state in determining the amounts of any future funds which the state might divert from local to state purposes in the future. BE iT FURTHER RESOLVED, that the Legislature and Governor be and are hereby urged to take action to protect traditional sources of revenue for local government purposes including the provision of public safety services, so that local government may rely on such sources of revenue in making sound plans for their agencies and their citizens.
