HomeMy WebLinkAbout93-131RESOLUTION ESTABLISHING THE FIRE DEPARTMENT/COMMUNITY COST SHARE PROGRAM WHEREAS, in 198T the average age of all County-owned fire apparatus exceeded 25 years, a majority of fire stations were in disrepair or were of inadequate size to house existing or needed fire equipment, and some communities had no fire station at all or had to rely on private barns or leave already old fire apparatus outside to further deteriorate, and WHEREAS, because of the scarcity of General Fund dollars to deal with these problems, the Fire Department had to look far entrepreneurial ways to generate funds to solve these desperate problems, and WHEREAS, a 50/50 split wherein the County would match funds or in-kind labor and materials, generally an a dollar for dollar basis, with community funds was found to foster a cooperative spirit and make a positive contribution to the replacement of out-dated facilities and equipment, and WHEREAS, since 1988 a number of different funding sources have been used by the Board in this 50/50 cost share program, and WHEREAS, it is in the best interests of the County to formalize this program to ensure continuity and consistency aver time; NOW, THEREFORE, S$ IT RESOLVED that the Butte County Board of Supervisors formally re-establishes the Fire Department Cost Share Program as an ongoing policy finding that the program is critical to continue removing old and derelict equipment and facilities from the Fire Department inventory. B$ IT FIIRTHER RESOLVED that the following sources be used for the Fire Department portion of the cost share program: A. Not more than $100,000 in annual savings in the California Division of Forestry (CDF)/Butte County Fire Department (BCFD) agreement; B. Unanticipated revenue from use of County fire resources by Federal agencies; -2- C. D. E, Unanticipated revenue from use of County fire resources by State Agencies; Civil cost collection or revenues paid by persons causing fires; court ordered restitution negligently or criminally Water tender funds; and F. Appropriate budgeted Fire Department funds. BE IT FURTHER RESOLVED that all sources to be used for the Fire Department portion of the cost share program except appropriate budgeted Fire Department funds to carry over year to year to allow communities more than one year to raise their ~0 percent match. BE IT FURTHER RESOLVED to authorize the County Fire Warden to administer the cost share program including entering into informal cost share agreements with the County Volunteer Fire Companies. BE IT FURTHER RESOLVED that all acceptance of donations, budget transfers, fixed asset authorization and awarding of contract will be through standard County processes.
